Abstract:

With the increasing demand placed on the electromagnetic spectrum by the proliferation of web enabled cell phones, the President has begun an initiative to sell 500 MHz of dedicated bandwidth from the federal government to the wireless industry.

The 1755-1850 MHz band was selected as the first band under this initiative for a study of the cost and technical feasibility of relocating DoD assets that use these frequencies. The study was incredibly broad as all services were involved, and the systems affected include Precision Guided Munitions, Point to Point Microwave, High Resolution Video, Multiple Radio Systems, Electronic Warfare, Air Combat Training, Telemetry, Satellite, and Small Unmanned Aerial Systems. OSD CAPE asked the Service Cost Agencies to develop cost estimates in a short period of time with little guidance and few ground rules.

A brief introduction to federal EM spectrum will be given, as well as an overview of the various types of systems affected. The cost estimating assumptions and ground rules the services agreed upon will be discussed. Then the different methods on gathering data and conducting analysis implemented by the services to address the problem will be compared with the pros and cons of each approach. The analogy method of estimating was used extensively, and its application to the affected systems will be conveyed. Finally, the results and lessons learned will be shared.

Mr. Wilkerson is a Senior Operations Research Analyst in the office of the Deputy Assistant Secretary of the Army (Cost and Economics). He has over fifteen years of government experience and has held positions as an infantry officer, systems engineer, program management engineer, and team leader of the cost analysis team in a government Project Management Office. Prior to his current assignment he was assigned as a general engineer to the Advanced Energy Armaments Division of the Armament Research Development and Engineering Center (RDECOM). He is a member of the American Society of Military Comptrollers and the Society of Cost Estimating and Analysis. He has B.S. degree in Mechanical Engineering from the United States Military Academy at West Point and is a graduate of the Army Management Staff College.

Air Force Cost Analysis Agency (AFCAA)
Mrs. Aldrich is an Operations Research Analyst in the Air Force Cost Analysis Agency (AFCAA). She has over ten years of experience and has been both a commissioned Naval and Air Force officer and has held positions as a cost analyst, and systems engineer. Prior to her current assignment in AFCAAs Space division she owned her own consulting company working as an engineer and cost analyst. Mrs Aldrich holds both her CCE/A certification and Professional Engineering license and is a member of the Society of Cost Estimating and Analysis. She has both a B.S. in Economics and an M.S. in Industrial Management Engineering from Rensselaer Polytechnic Institute (RPI) as well as a M.S. in Cost Analysis from the Air Force Institute of Technology (AFIT).
