Timothy Anderson has 20 years’ experience as a cost analysis practitioner and educator. His areas of interest are cost analysis and cost uncertainty analysis. He is a Senior Project Leader at The Aerospace Corporation, and a lecturer for the Naval Postgraduate School. Tim is an ICEAA certified cost estimator/analyst; a board member of the Washington Capital Area chapter of ICEAA; and a frequent presenter of topics related to cost estimating and cost uncertainty analysis.

He has supported programs for the Air Force, SPAWAR and MDA, has an MS in Cost Analysis from the Air Force Institute of Technology, an MA in International Management from Whitworth College, and a BS from Embry-Riddle Aeronautical University. He is a CCE/A.
William Banks is currently a Team Leader in the Cost Industrial and Analysis Division at Naval Sea Systems Command (NAVSEA). Mr. Banks has Master’s of Science and Bachelor’s of Science Degree in Mechanical Engineering from Old Dominion University. He also holds a Project Management Professional (PMP) certification, Level III certification in Systems Planning, Research Development and Engineering (SPRDE) from Defense Acquisition University (DAU) and a Level II certification in Cost Estimating from DAU.
This is Bill’s fourth year as Track Chairman and second as Best Paper Judge. He has been a speaker in four of the last five ICEAA Workshops. An Air Force veteran and a CCE/A, he bases four decades of experience as a scientific programmer, research scientist in signal processing and software cost estimator on his mathematician credentials. Bill plays a lot of soccer and extensively volunteers his leadership skills with community organizations.
Erin Barkel is a Financial Analyst at the Parliamentary Budget Office (PBO) in Canada. Before joining PBO, Erin was an Analyst at the Treasury Board Secretariat, providing policy advice on Investment Plans and Projects. Erin holds a BASc in Industrial Engineering from the University of Toronto and an MBA from the Ted Rogers School of Management at Ryerson University. She is slowly pursuing a PhD in Management at the Sprott School of Business at Carleton University.
Laura Barker is an Operations Research Analyst for Engility in San Diego, CA. She is currently working with SPAWAR’s 1.6 cost estimating and analysis group at Old Town Center. She has previously worked as a financial analyst for a law firm in downtown San Diego, and for FIRST Robotics Competition in Atlanta, GA. Laura has a B.S. in Economics from the Georgia Institute of Technology.
Daniel Barkmeyer is a principal analyst with Burgess Consulting, Inc. supporting the NRO CAAG. His chief responsibilities include cost estimating for satellites, cost model development, and cost estimating for launch vehicles. He has co-authored papers including “Commercial-Like Acquisitions: Practices and Costs” published in Vol. 3, Issue 1 of the SCEA Journal of Cost Analysis and Parametrics. He earned his B.S. and M.S. in Aerospace Engineering from the University of Maryland in 2001 and 2005 respectively.

Joe Bauer joined PRICE Systems after twenty years of service in the US Air Force. Joe is the primary Solutions Consultant for Air Force customers, providing training, mentoring, and consulting. Prior to joining PRICE Systems, Joe was the lead hardware estimator for the F-22 Raptor program office. Joe earned a Master of Science degree in Cost Analysis in 2009 and an MBA in 2005. Joe is a Certified Cost Estimator / Analyst (CCEA) with ICEAA.
Sabrina Beane is a Principal Analyst for Tecolote Research, Inc. in the Software Products/Services Group. Sabrina has over 20 years experience in cost estimating and analysis. James “Jay” Black has 11 years of cost estimating experience and currently works as senior operations research analyst / team leader for Naval Sea Systems Command 05C Cost Engineering & Industrial Analysis. In this role, he supports Program Executive Office Integrated Warfare Systems. Jay has a Masters in Systems Engineering from the Johns Hopkins University. He is a frequent presenter in the Risk Track at ICEAA conferences. Blake has a B.S. in mathematics and a Master’s degree in applied economics.
Peter J. Braxton is a Senior Cost Analyst and Technical Officer at Technomics,Inc., where he has supported the Air Force Cost Analysis Agency, Naval Center for Cost Analysis, and Office of the Deputy Assistant Secretary of the Army for Cost and Economics on data collecon and cost research efforts, and Defense Acquision University on curriculum development. Peter serves as ICEAA’s Vice President of Professional Development, and was named SCEA’s 2007 Estmator of the Year for contributions in education.

He is the senior estimating analyst for Boeing teardown/reverse engineering department along with being a finance/estimating instructor. Brandon Bryant is an analyst at Technomics, Inc. with experience in data collection, policy development and implementation, and project management. He has over 5 years of Management Consulting and Cost Estimating experience supporting clients at Navy, Air Force and U.S. Coast Guard. He has contributed to multiple Cost Benefit Analysis (CBAs), Business Case Analysis (BCAs) and program life cycle cost estimates (LCCE) for a number of Major Defense Acquisition Programs. Sandy provides Senior Consulting activities for the Northrop Grumman Aerospace Systems Unmanned Systems (UMS) Pricing & Estimating Organization. Currently, Sandy provides leadership to implement affordability and quality initiatives on major UMS proposals. His primary responsibility is to build data-driven estimates at WBS and/or SOW levels that minimize the number of BOEs while providing all the necessary costs. His secondary goal is to promote a more affordable proposal culture through internal training, and improved front-end planning.
Mr. Cagley has more than 20 years of experience in the software industry, serving as a consultant since 1997. He has held technical and managerial positions in different industries as a leader in software methods and metrics, quality assurance and systems analysis. He is a certified Scrum Master, a certified Scaled Agile Framework (SAFe) Program Consultant, holds an IT-CMF Professional Certificate and is an IT-CMF Tier 2 Associate, and is a TTMMi Accredited Assessor. Cassandra Capots is a Cost Analyst at ICF International supporting the Air Force Air Mobility Command Enterprise Learning Office, co-designing the Business Case Analysis Wizard. She also supports the Department of Housing and Urban Development and Defense Acquisition University. Prior to joining ICF, Ms. Capots developed cost estimating methodologies, conducted cost research, and provided database support for ODASA-CE and defined requirements in support of OSD CAPE at Technomics, Inc.
Neil Chakrabarti CCE/A is a Cost analyst/Economist at Booz Allen Hamilton supporting Naval Sea Systems Command (NAVSEA). He has delivered Program Lifecycle Cost Estimates and Cost Analysis Requirements Descriptions for the Navy, Department of Homeland Security, Department of Labor, and Federal Aviation Administration. Rick Collins is CEO of Technomics, Inc., a small employee-owned consulting firm offering a range of decision analysis services to the Department of Defense and other federal clients. He has 34 years cost analysis experience, including 23 years in the private sector (nine at SAIC in the 80s and 14 at Technomics) and 11 years in the Department of Navy (DON), specifically the Naval Center for Cost Analysis (NCCA).
Mr. Coonce conducts cost, schedule, risk and systems engineering research at IDA. Prior to IDA, Mr. Coonce led NASA’s Cost Analysis Division where he shaped cost and schedule estimating policies. Prior to NASA, Mr. Coonce served within the Office of the Secretary of Defense’s Cost Analysis Improvement Group (CAIG) where he developed independent estimates of MDAP programs. Ms. Dorr is an Economics and Business Analyst with the MITRE Corporation. She has over 15 years of experience in the areas of Cost Estimating, Earned Value Management, and CPIC. Eric Druker serves as Chief Technologist for Booz Allen’s NextGen Analytics solutions. Eric has 10 years experience performing analysis for a variety of government and commercial clients. Eric is an internationally recognized expert in cost and schedule risk analysis and is one of only a few individuals to be awarded two International Cost Estimating & Analysis Association’s (ICEAA) Analyst of the Year Awards.

Bruce Fad is Senior Vice-President, PRICE Systems, LLC. He has worked in the cost estimating field for over 35 years as an estimator, tool provider, expert witness, and instructor. Ms. Fleming is an Information Systems Engineer with the MITRE Corporation. She has over 30 years of experience in IT and business strategy implementation. Prior to joining MITRE, she was a part the leadership team implementing several shared service and enterprise modernization efforts including data center consolidation, financial management system consolidation, and the Business Enterprise Architecture. Dan has over fifteen years of experience in Information Technology. He is an IFPUG Certified Function Point Specialist (CFPS) and currently serves as Chairman of the IFPUG Functional Software Sizing Committee (FSSC). Eric Gabrielson is a commercial aircraft senior pricing analyst at the Boeing Company. He has held several finance positions during his career and currently supports post-delivery customer services and modification requirements. Eric earned his MBA from the University of Washington in Seattle and has been a CCE/A since 2004. Family and team distance cycling for the JDRF (Juvenile Diabetes Research Foundation) are his most important life interests.
Mr. Galorath has been involved with engineering, estimating and analysis for 40 years. Rick is a Systems Engineering Manager for the Engineering Competitive Analysis group at NGAS in Redondo Beach, Ca. For over 19 years he has supported every program at SMC, including ORS. He has provided methodology formulation, documentation, reporting, AoA analysis, cost/schedule/technical risk analyses, financial investment modeling, regression analysis, and data normalization and training. Robert Georgi is a Lead Associate with Booz Allen Hamilton. He has over 19 years of experience with the U.S. government sector and private industry, primarily managing and conducting cost estimates and analysis for the Air Force, Army, Defense Advanced Research Project Agency (DARPA), Marine Corp, Navy, and National Aeronautics and Space Administration (NASA). Haitham Ghannam is currently a Financial Management Analyst working as a 05C Earned Value Management (EVM) analyst at the Naval Sea Systems Command (NAVSEA). He conducts analysis and Estimate at Completions (EAC) for the Department of Navy’s VIRGINIA Class Program Office and other ACAT‐1D programs. He received his B.S. in Management Information Systems from George Mason University. Mark is a project and programme management consultant within QinetiQ’s Acquisition Services Team where he is primarily engaged in through life cost and risk assessment and management in support of economic appraisals, affordability assessments and design trade studies for UK Ministry of Defence (MoD) Category A equipment projects. He has conducted cost analysis with in the civilian aerospace manufacturing domain, as well as the Land, Air and Maritime domains within defence. Steve has been with Boeing for 26 years. He began his career in St. Louis as an Industrial Engineer supporting assembly operations for weapons systems. He transitioned into the Estimating & Pricing organization in 1993 and has supported multiple programs during the past 20 years in all acquisition roles (Estimating, Procurement Cost Analyst, Pricing, Contracts). Sarah Green is an Operations Research Analyst in the Space Division at the Air Force Cost Analysis Agency. She received her undergraduate degree in Mathematics from Azusa Pacific University and then graduated from Penn State with a degree in Systems Engineering.
Dr Steve G. Green, CCE/A (DBA USIU, MS USC, BS USAFA) specializes in cost analysis, performance measurement and government accounting. Previous AF tours include the ASAT, the Space Test Program, and SAF Special Projects. He also worked at the Defense Finance and Accounting Center. He is currently a Professor of Accounting and the Department Head of the Department of Management at USAFA.
Marc has been working for NASA’s Cost Analysis Division since 2012 where he is helping the Space Technology Mission Directorate improve its cost estimating methods, facilitates the NASA Cost IPT and provides decision-support to NASA leadership. David Harris graduated from The State University of New York at Geneseo with degrees in Mathematics and Economics, going on to complete a master’s degree in Economics at San Diego State University where he lectured Economics for 5 semesters. He has been with Booz Allen Hamilton for over 5 years in support of the US Navy’s Mobile User Objective System, where he provides cost estimating support.
Ann Hawpe started with Herren in 2003 and currently provides Cost Estimating and Analysis support to the Naval Center for Cost Analysis. She leads Herren’s Program Analysis and Cost Engineering team and advises on multiple, complex cost estimating and research projects. Ms. Hawpe earned her BS in Industrial and Systems Engineering from Virginia Tech and MS in Engineering Management and Systems Engineering from George Washington University. She also has her CCEA, LSS-GB, and PMP certifications.
Shawn A. Hayes has nearly 15 years of experience working on large scale engineering projects in the aerospace and manufacturing sectors. Areas of expertise include cost estimation of space systems, JCL analysis, database/model development, and support to many NASA evaluations and SRB/IRT teams (Discovery, Explorers, New Frontiers, Earth Science System Pathfinder) where he has actively participated in the analysis of new space concepts for cost and technical feasibility. His M.S. is in Aerospace Engineering from the University of Texas/Austin.
Dr Kurt A. Heppard (PhD CU-Boulder, MBA UCLA, BS USAFA) is actively involved in numerous strategic planning, innovation and sustainability efforts for governmental and non-governmental organizations. His operational AF career included contracting for space acquisitions at SAF Special Projects. He is currently a Professor of Management and Deputy for Strategic Planning at the Department of Management at USAFA.
Jairus Hihn (Ph.D, U. Maryland) is a Principal Member of the Engineering staff at NASA’s Jet Propulsion Laboratory and is currently the lead for the NASA Software Cost Improvement Task, the JPL software metrics activities, where he is trying to establish a laboratory wide software metrics and estimation program. He has over 60 publications including recent articles IEEE Transactions in Software Engineering. Jairus received ISPA’s Parametrician of the Year Award and the USC Software and SE Lifetime Achievement.
Mr. Hogan is the Senior Technical Expert at the Air Force Cost Analysis Agency. Mr. Hogan is a recognized cost/risk instructor to audiences from DoD, DoC, the IC, NASA, and Industry. He has published papers on topics such as Technical Baseline Assessments, Class A/C Satellites, Affordability Curves, and Joint Cost-Schedule Confidence levels. Greg graduated from Penn State with a BS degree in Industrial Engineering and then earned a MS degree in Systems Engineering from Virginia Tech.
Mr. Kirby Hom earned B.S. in Chemical Engineering from Drexel University and M.S. in Environmental & Waste Management from University of Maryland University College. Mr. Hom had worked at SAIC and Noblis on testing/evaluation of multiple chemical warfare materiel systems. He currently serves as Operations Research Analyst on the Early Cost Team within the DASA-CE Acquisition Costing Directorate. His work focuses on the development, verification, and validation of early life-cycle cost estimates, and review of Cost Benefit Analyses.
Nathan has several years of experience in cost analysis and other analytical work, including developing life-cycle cost estimates, benefits quantification, and business case analysis. Nathan is a Senior Consultant at Cobec Consulting and has earned two BS degrees, an MS in Environmental Science from Caltech, and an MBA from Murray State University. He is an active ICEAA member and is also involved in the training of analysts to pass the ICEAA certification exams.
Justin Hornback is Program Manager and analyst for Reed Integration, Inc.’s (Reed) work providing schedule and cost analysis for NASA’s Independent Program Assessment Office (IPAO). Justin has over 12 years of experience in engineering, analytics, and project/risk management. Mr. Hornback earned his BS in Electrical Engineering from the University of Virginia and MBA from the College of William and Mary. He is a certified CCEA and PMP.
Shu-Ping Hu is the Chief Statistician at Tecolote Research. She earned her Ph.D. in Mathematics, with an emphasis in Statistics, at the University of California, Santa Barbara. Dr. Hu has 28 years of experience designing, developing, and validating learning, uncertainty, correlation, and regression algorithms in ACE, CO$TAT, and JACS. Dr. Hu has also published many technical papers. For over 20 years, she has been a regular presenter of advanced cost analysis techniques at major cost conferences.
Sidi Huang has 1 year experience performing cost and schedule risk analysis for DoD and Civilian agencies. Mr. Huang is part of Booz Allen’s Analytic Tools team, focused on the development of methodologies, tools, and visualizations to help decision makers better understand data and its implications. He holds a Bachelor of Arts in Economics, and prior to joining Booz Allen, has internship experience building financial models for a private equity real estate firm.
David Hulett, Ph.D. has consulted and trained in project risk management since 1990. His clients are both commercial and government in many industries and several countries. His focus is on quantitative cost/schedule risk analysis on large projects. He has contributed to risk management standards for PMI and AACEI. He has provided schedule and schedule risk analysis training as well as papers at ICEAA conferences. He has written two books on quantitative risk analysis.

Mark K. Jacobs is a senior systems engineer with more than 25 years of experience assessing advanced development requirements and life cycle costs for NASA science missions and instruments. His past experience includes cost analysis support to NASA for the Nuclear Systems Initiative, Living with a Star, Cassini, Outer Planets, Mars Exploration, and other programs and various NASA advanced technology assessments. He earned his B.S. in Metallurgical Engineering from the University of Wisconsin/Madison.

Mr. Jasnoff began his career at the US GAO where he was responsible for independent audits and investigations of defense acquisition programs. Mr. Jasnoff then broadened his career in parametric lifecycle estimating while serving in various positions at Boeing and Lockheed-Martin. Mr. Jasnoff holds an MBA from American and an MSE from University of Pennsylvania.
Krystian Jenkins has over 3 years of professional cost estimation experience for the Department of Defense Programs. While at Carderock, she served as the lead analyst for the amphibious/auxiliary ship division within Naval Sea Systems Cost Estimating Division. Mrs. Jenkins graduated cum laude from Virginia Wesleyan College with a Bachelor’s Degree in Mathematics in 2008 and obtained her Masters in Applied and Industrial Mathematics from Towson University in 2010.
Brent Johnstone is a production air vehicle cost estimator at Lockheed Martin Aeronautics Company in Fort Worth, Texas. He has 27 years’ experience in the military aircraft industry, including 24 years as a cost estimator. He has worked on the F-16 program, and since 1997 has been the lead Production Operations cost estimator for the F-35 program. He has a Masters of Science from Texas A&M University and a Bachelor of Arts from the University of Texas at Austin.
Ms. Jones is a lead software engineer in the Quality Engineering & System Assurance Sciences Group at RDECOM-ARDEC at Picatinny, New Jersey. She is responsible for measurement and analysis, risk management, cost estimation, and decision analysis technology development and application across a wide base of DoD, Government, and Commercial programs and organizations. Ms. Jones is the DoD representative to the International Standards Organization SC7, System and Software Engineering.
Herve Joumier, Head of the ESA Cost Engineering Team (35 years’ experience in Cost Engineering), together with others, develop European Space Agency cost and schedule models for assessing the costs of space missions in the frame of the Concurrent Design Facility, setting program budgets and evaluating Industrial proposals. Herve has served on the Board of Directors for both ISPA and ICEAA. In 2008, Herve won the Clyde Perry Parametrician of the Year Award from ISPA
Jim Judy is the Chief of the Networks, Information, Software & Electronics Costing Division within the Office of the Deputy Assistant Secretary of the Army (Cost & Economics). His division is responsible for the life cycle costing of the Army’s major acquisition programs to include Command and Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), Major Automated Information Systems (MAIS) and software intensive programs. Mr. Judy is a retired Army officer.
Mr. Ketcham has 14 years of experience in accounting, budgetary, and economic and cost analysis roles, supporting DoD, TSA, and DoL, with the last five years directly in cost estimating and benefits roles for the FAA. He holds a B.S. in Business from Biola University, an M.A. in Economics from George Mason University and an ICEAA CCE/A designation.
Bob Koury is the PRICE Systems Senior Solution Architect for Army accounts. In this role, he is responsible for ensuring that all Army customers have access to the cost estimating subject matter expertise necessary to be successful. Bob retired from the Army as a Lieutenant Colonel after 22 years of distinguished service and spent 20 years in industry as a Systems Engineer creating effective System and Systems of Systems solutions for Texas Instruments, Raytheon and Lockheed and PRICE Systems LLC.
Fred is currently performing an assessment function at the Performance Management and Integration office at JSC. Prior returning to NASA in 2006 from private sector, Fred was a Principal Consultant at PA Consulting Group. While at PA, Fred has worked on portfolio optimization project utilizing real option theory, power and gas contract valuation, energy trading risk management, and commodity price modeling. Fred has a broad modeling skill in engineering systems and business dynamics systems. He holds advanced degrees in Engineering and Finance.
Chuck Kurtz unwittingly fell for the lure of estimating by happenstance and his 30-year adventure continues. Chuck is the Operations Manager for a Centralized Operations Proposal team with global defense, security and aerospace company BAE Systems. An ICEAA member since 2009, he plans on obtaining his certification and implementing the certification as part of the Operations Proposal training at BAE Systems. When not working, Chuck pursues adventures in kayaking, backpacking and experimenting with brewing beer!
Mr. Lambert is a Certified Function Point Specialist (CFPS) and a Certified SNAP Practitioner (CSP). He is proficient in counting, auditing, and data collection in support of estimation modeling and measurement initiatives. He is also proficient in the use of parametric estimating tools as well as multiple function point analysis tools including Function Point Workbench and SCOPE.
Terry Lambing is currently the Lead in the Business and Cost Assessment Office at the NASA John F. Kennedy Space Center. He is a Cost Estimator/Analysis Officer, with a BA degree in Business Administration Management from the University of Houston. Terry has 30+ years of government experience and currently serves as Business Policy Manager. He is a NASA Certified Cost Estimating & Analysis Expert and a Board Member of the ICEAA Central Florida Chapter.
Jennifer Lampe is an Operations Research Analyst with Engility Corporation at SPAWAR San Diego. Before working at Engility, Jennifer was a Navy civilian employee in the area of cost and risk analysis, where she developed Life Cycle Cost Estimates and Earned Value Management Analysis on large contracts. She earned a BS in Industrial Engineering from Penn State University.
Nick Lanham is an operations research analyst focusing on aircraft and software costs at the Naval Center for Cost Analysis (NCCA) in Crystal City, Virginia. He has more than six years of experience estimating Naval Aviation, software, and USSOCOM program costs. Lanham is currently focused on developing software cost models based on historical Department of Defense data trends. Lanham earned his MBA from University of Maryland University College (UMUC) in 2013 and is DAWIA Level III-certified.
Chad has been an ICEAA member of the northwest chapter since 2013 and achieved CCEA certification in 2013 as well. Since joining Boeing in 1996 he has worked in multiple areas of Boeing finance including financial operations, procurement finance, and estimating. These roles have given him a wide variety of experience in BCA finance which includes budgeting/accounting, business plan development, procurement financial analysis, as well as his current role of estimating supplier costs for 777X. He achieved his MBA in 2002 and prior to joining Boeing graduated from the University of Washington in 1993 with a degree in Business Administration. Outside of his career Chad enjoys golf, snow skiing, hiking, reading, and movies.
Shawn is the Director of Pricing & Estimating for the Unmanned Systems division of Northrop Grumman Aerospace Systems. In his current role, Shawn has overarching responsibility for UMS proposal development, estimating and pricing, which includes reducing proposal cost and improving quality, as well as integrating best practices into Pricing & Estimating operations across the division. His primary goal is to instill a more affordable proposal culture through internal training, improved front-end planning, and customer engagement.
Tim Lawless has 15 years of cost estimating experience and is currently the Division Director for Combat Systems Cost Engineering in Naval Sea Systems Command 05C Cost Engineering & Industrial Analysis. His division supports Program Executive Office Integrated Warfare Systems. Tim has a Bachelors degree in Mechanical Engineering from Trinity University, and a Masters degree in Operations Research from George Washington University. He holds a DAWIA Level III certification in Business – Cost Estimating.
Brian Leach is the founder and CEO of Steelray Software. Before founding Steelray, Brian managed projects at companies including Harris, IBM, Ford, Motorola, and Red Hat. At Motorola, he was a key part of the team that developed the world’s first two-way wireless text messaging device, which was later added to the Smithsonian National Museum of American History. Brian has performed research and development on project schedule visualization and analysis since 2000.
Richard C. Lee is currently a Cost Team Lead at the Naval Sea Systems Command (NAVSEA) 05C. He conducts Independent Cost Estimates (ICEs) for the Department of Navy’s VIRGINIA Class Program Office to support budget requirements and milestone decisions. He received his B.S. in Mechanical Engineering and M.S. in Mechanical Engineering from Virginia Tech. He is a member of the International Cost Estimating and Analysis Association (ICEAA) and is a Certified Cost Estimator/Analyst (CCEA).
Jennie Leotta is a Senior Research Analyst for the Government Accountability Office (GAO). She is responsible for performing cost, schedule, and Earned Value Management analyses to support audits on a wide range of government programs. Before joining the GAO, Jennie worked for the Department of Homeland Security and the Navy, developing and analyzing cost estimates. Jennie holds a B.S. in Quantitative Finance from James Madison University and an M.A. in Economics from George Mason University.
Mr. Lofgren is a cost analyst with Technomics, Inc. He currently supports OSD CAPE’s Cost Assessment Data Enterprise through designing defense information systems, assisting in program reviews, performing special studies such as one on the space industrial base. Mr. Lofgren has also supported ODASA‐CE software research, Navy EVM analysis, and GAO Applied Research and Methods. He has received two best paper awards at ICEAA (Information Technology, 2013 and EVM, 2014).
Bill Lueker has been with Boeing / McDonnell Douglas for 29 years as an estimator. Bill has been certified as an ICEAA/SCEA certified cost estimator/analyst since 1997. He has BS degrees in Industrial Engineering and Finance with a minor in Economics, as well as an MBA.
Don MacKenzie provides cost analysis support to government customers. He is primarily responsible for reviewing cost/technical data collection and methods development efforts. His cost analysis experience includes database and cost model development, parametric cost estimating, risk model development and management of these activities. Mr. MacKenzie was awarded the prestigious Freiman Lifetime Achievement Award by the International Society of Parametric Analysts (ISPA) in 2000. Mike Mahoney is a Multifunctional Financial Analyst at Lockheed Martin Missiles and Fire Control in Chelmsford, Massachusetts, where he oversees the financial performance of a Terminal High Altitude Area Defense (THAAD) interceptor communications device. He is his site’s Subject Matter Expert on Learning Curves and has been a member of MFC Chelmsford’s Operations Excellence Team of the Year for 6 consecutive years. Mike is a past ICEAA National Award winner and holds the CCEA certification.
Carleigh Malanik is a Financial Analyst at the Parliamentary Budget Office (PBO) in Canada. Prior to joining PBO, Carleigh worked as an economist at Health Canada within the Applied Research and Analysis Directorate. Carleigh holds an MA in Economics from McMaster University, and from the University of Manitoba an Honours BA in Economics and a BA in History.
Patrick Malone is a senior consultant at MCR, LLC. He has significant analytical and hands-on experience in the aerospace industry from ground to space systems. His current work includes cost estimating of UAVs and Space systems. He has written a several papers that investigate Technology Readiness Levels, System Readiness Levels, and Physics Based Reliability to improve cost-estimating confidence over the life cycle. Mr. Malone is a registered Professional Engineer in California, holds a BS in engineering design from Arizona State and an MBA from Pepperdine.
Ms. Mann is a senior consultant for Herren Associates currently supporting the NATO Sea Sparrow Project Office (NSPO). Previously she has developed estimates and conducted research for the OSD CAPE, SPAWAR, NAVSEA, NCCA and the US Army. She holds B.S. and M.S. degrees in Industrial and Systems Engineering from Virginia Tech, a graduate certificate in Engineering Education, is PCEA certified, and member of ICEAA.

Matt McGovern is an Associate Program Manager & West Coast Section Manager for Engility in San Diego, CA. He is currently working with SPAWAR’s 1.6 cost estimating and analysis group at Old Town Center. His background includes work with NAVAIR’s engineering teams at Patuxent River, MD and in San Diego, CA supporting acquisition aircraft and in-service engineering support to the Navy’s F-18 squadrons. Matt majored in Mechanical and Aerospace Engineering at the University of Virginia.
Dennis McKeon works for MITRE in Shiloh, Il where he primarily supports the Air Mobility Command (AMC). He has 15 years of experience with Information Technology (IT) program management offices in defense and civilian federal government agencies. He develops software development, IT infrastructure, service desk, and other life cycle cost estimates (LCCE). He also develops Business Case Analysis (BCA), and program and portfolio management strategies. He holds an M.A. in Economics from Johns Hopkins University and had worked on Capitol Hill.
Stu Merrill is a Manager with PricewaterhouseCoopers LLP in the Washington Federal Practice overseeing financial management, operational, and mission delivery initiatives. He supports senior officials within government, providing guidance in areas such as policy development, budget formulation, organizational development, and logistics optimization. Mr. Merrill is a retired Captain from the US Coast Guard with 25 years of active service with his last assignment as chief of staff for the CFO. He holds a Bachelor’s from the Coast Guard Academy.
Christopher Metz has been a cost analyst for over five years. He is currently a Senior Cost Analyst at The MITRE Corporation. Prior to joining MITRE, he worked at MCR Federal, LLC. Mr. Metz received a Bachelor of Science degree in Applied Computational Mathematics from Virginia Tech in 2009.
Mr. Miller is a Director with PricewaterhouseCoopers LLP, focused on the Department of Defense (DoD). Mr. Miller has 15 years of industry experience focused on delivering and implementing large scale strategic planning, enterprise metrics, cost estimation, financial management, and audit readiness programs for DoD Agencies. He currently leads multiple lines of business for PwC’s Navy account focused on client and business development across NAVSEA, SPAWAR, OPNAV, and USMC. He serves as a Board Member the Surface Navy Association’s DC Chapter.
Ted Mills is currently an OR Analyst in the Office of Evaluation, Cost Analysis Division of NASA. He is a retired Navy Captain and former Commanding Officer of an aircraft carrier based aviation squadron and a major shore installation. Captain Mills is a graduate of the U.S. Naval Academy and holds a Master of Science in OR from the Naval Postgraduate School. He is a CCE/A and is Department of Defense DAWIA qualified in PM.
Arlene F. Minkiewicz is the Chief Scientist at PRICE Systems, LLC with over 30 years of experience at PRICE building cost models. She leads the cost research activity for TruePlanning, the suite of cost estimating products that PRICE provides. She is a software measurement expert dedicated to finding creative solutions focused on helping make software development professionals successful. She is widely published and speaks frequently on software related topics.
Greg Mislick is a Senior Lecturer at NPS in the Operations Research (OR) Dept. His expertise is in life cycle cost estimating and modeling, probability and statistics, regression analysis, data analysis, and optimization. He is a retired Marine Corps Lieutenant Colonel aviator, with five overseas deployments and 3,000 pilot flight hours in CH-46E helicopters. He is the Program Manager for the MCEA program at NPS, and he recently completed writing a textbook entitled “Cost Estimation: Methods and Tools” with co-author Dr. Daniel Nussbaum.
Lauren Nolte is a Senior Cost Analyst at ICF International where she currently leads the Business Case Analysis work for the Air Mobility Command Enterprise Learning Office and supports the Defense Acquisition University. Prior to that, Lauren conducted cost estimating research and analysis for ODASA-CE and OSD CAPE at Technomics, Inc. Lauren is an International Cost Estimating and Analysis Association (ICEAA)-Certified Cost Estimator/Analyst (C/CEA) and holds a Masters in Public Administration from the Maxwell School of Syracuse University.
Dr Dan Nussbaum teaches courses in Cost Estimating and Analysis at NPS, mentors students throughout their graduate coursework, and provides Cost Estimating and Business Case Analyses for many DoD organizations. He designs, develops and delivers distance learning courses in Cost Estimating and Analysis, especially the world’s only all-distance learning Masters in Cost Estimating and Analysis. He recently completed a textbook entitled “Cost Estimation: Methods and Tools” that he co-authored with NPS colleague Gregory K. Mislick.
Rod Olin is currently Vice President of the NW Chapter of ICEAA. He is a Finance Analyst at The Boeing Company, with an extensive background in manufacturing. Rod has performed every job in a machine shop – from sweeping the floor, to owner. He owned a manufacturing business for 20 years, and in the process, directly experienced the validity (or lack thereof) of his analyses and estimates. Active in his community, he has taught at a local Technical College, and is President of a non-profit Theater Company.
Dr. Pedigo works for Booz Allen Hamilton as a mathematician/statistician/programmer. He has taught mathematics courses at Washington University in Saint Louis, aided in a safety program for Saint Louis University and the FAA, and scripted video games for Humongous Entertainment. For fun, he plays jazz piano semi-professionally around the Saint Louis area. In any remaining spare time, he plays board games with his friends and hangs out with his wife and his greyhound, Sam.
Ms. Christel “Crickett” Petty is an Operations Research Analyst leading the Research and Models Team for the Missile Defense Agency (MDA) Directorate of Cost Estimating and Analysis. In this role, Ms. Petty oversees the Cost and Software Data Reporting for the entire Missile Defense Agency and serves as a liaison to OSD-CAPE, industry, and all MDA program offices. She earned a Bachelor’s degree in Accounting with a minor in Mathematics from the University of Alabama in Huntsville.
Jeff Platten is the Cost Estimating Technical Lead with Engility Corp. at SPAWAR San Diego. He worked 25 years at Northrop Grumman where he was an industrial engineer, a project engineer, an affordability analyst and the lead engineering estimator. He is ICEAA certified CCEA-P (parametrics specialist) and also a certified PMP from the Project Management Institute. He earned a BS in Statistics from the University of Minnesota.

She has deployed to Qatar twice, United Arab Emirates, and Iraq. Education includes a BA in Business Administration with a focus in management from New Mexico State University, an MA in Human Resources Development from Webster University, Little Rock, AR.
Eric Plumer directs and manages NASA’s Cost Analysis Data Requirements (CADRe) program within the Office of Cost Evaluation at NASA HQs. As the lead for CADRe, he is responsible for planning, prioritizing, funding, and directing, supporting data collection, and review and approval of CADRe events for both on-going and historical flight projects at NASA. He was SCEA certified in 2009 in Cost Estimating/Analysis and is Level III DoD Certification in Financial Management and Cost Estimating.
Danny Polidi received the B.S. and M.S. degrees in electrical engineering from the California Polytechnic State University, San Luis Obispo, CA in 1990 and 1991. From 2004 – present he has worked at Raytheon as a Section Manger, Team Lead, Cost Account Manager and has been certified as a Program Manager.
Ms. Pope is a principal with the MITRE Corporation. She has more than twenty years of experience in IT and business strategy implementation in the public and private sectors. Chris Price has been devoted to Systems Engineering and specifically Cost Analysis for the past 15+ years. He has been with PRICE Systems LLC since October, 2014. Previously he was with Raytheon Company since 1984. At Raytheon he worked in the Systems Cost Engineering / Analysis Organization and the Systems Effectiveness / Reliability & Maintainability Engineering Organization. He holds a Bachelor’s Degree in Electronic Engineering Technology from the Ohio Institute of Technology.
Andy Prince is the manager of the Engineering Cost Office at NASA/Marshall Space Flight Center. His office is responsible for parametric cost estimates and analyses, maintenance of the REDSTAR Library, data collection and analysis, and cost model development. Andy has received numerous awards during his career, including the SCEA Cost Estimator/Analyst of the year. He is a lifetime member of ICEAA.
Cynthia Prince is Sr. Engineering Manager for Design To Cost at Rockwell Collins, applying a pragmatic approach to driving efficiency and cost reduction while maximizing profitability. Cynthia holds Bachelors of Business Administration in Finance and Bachelor of Science in Electrical Engineering degrees and is a Certified Cost Estimator/Analyst. She specializes in project management, proposal preparation, valuation, requirements analysis, risk assessment, scheduling, and data visualization, working with hardware design teams to optimize recurring cost of products.
James D. Mr. Kenny Ragland earned a B.S. & M.S. in Mathematics from Bowie State University. He was a Management Analyst at National Archives performing statistical analyses and developing cost estimates related to storage of Federal records. He currently serves as Operations Research Analyst on the Early Cost Team within the Office of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE). His work focuses on the development, verification, and validation of early life-cycle cost estimates, and review of Cost Benefit Analyses .
Ken Rhodes is a CCE/A certified Senior Cost Analyst at Technomics, Inc. He has eight years of experience performing cost analysis and cost research for the Army, Navy, Air Force, Marine Corps, and OSD, and specializes in the areas of software development and advanced radar life-cycle cost estimating. He has performed multiple BCAs and IBRs for weapon system programs.
Jim Roberts is a Senior Cost Analyst with NASA and currently serves as President of Central Florida ICEAA Chapter. He has an MBA in Economics and B.S. degree in Physics and Math from the University of Georgia. At NASA, he has estimated costs of spacecraft instruments and launch vehicle concepts. Jim is currently in the KSC CFO office and provides cost estimates and works policy and pricing of Commercial Agreements. Jim holds the CCEA-P certification.
Dr. Rosa is the C4ISR Branch Chief at the Naval Center for Cost Analysis. He has over 18 years of experience in government including Senior Cost Expert at Department of Homeland Security, Technical Advisor at Air Force Cost Analysis Agency, and Industrial Engineer at Department of Navy (NAVAIR and NAVSEA). Dr. Rosa earned a PhD and M.S. in Engineering Management from George Washington University and a BS in Mechanical Engineering from University of Puerto Rico.
Joseph Sarage has ten years of experience in financial analysis, cost estimating, and advanced analytics. Mr. Sarage has extensive experience in statistical analysis, including development of econometric models coupled with a strong foundation in economics and finance. Mr. Sarage holds an MBA in Finance from Johns Hopkins University, an MA in Economics from American University, and a BA in Managerial Economics from Stonehill College. Bill Seeman is the Division Chief for space program cost estimating at the Air Force Cost Analysis Agency. He has also worked as a cost chief or analyst at the Missile Defense Agency and NAVAIR. In total, Mr. Seeman has 30 years of cost experience. Mr. Seeman has a BS in Mathematics from the Virginia Tech and a MBA from the University of Tennessee. He is also certified by ICEAA as a Certified Cost Estimator/Analyst.
Cris Shaw has twenty years of experience in cost estimating, financial management, program management and overall systems acquisition support. He is ICEAA CCE/A certified and is DoD DAWIA certified in BCEFM and PM. Blaze Smallwood CCE/A is a cost analyst in Booz Allen Hamilton’s Cost Analysis / Economics (CAE) group mainly supporting DoD programs in the Space and Naval Warfare (SPAWAR) Enterprise, particularly software-oriented Navy Command and Control programs. Most recently, Mr. Smallwood has been focused on program management-related cost analysis support, such as developing Cost Analysis Requirements Description (CARD) documents, Should Cost analysis/management, and project management and controls analysis for Agile software development projects.
Dr. Christian Smart is the Director for Cost Estimating and Analysis with the Missile Defense Agency. In this capacity he is responsible for leading a 100-person team, and represents the Agency on cost estimating issues with external stakeholders such as OSD CAPE and GAO. Dr. Smart has won seven paper awards at ISPA, SCEA, and ICEAA conferences, including five best of conference paper awards. In 2010 he received an Exceptional Public Service Medal from NASA and in 2009, he was named ISPA’s Parametrician of the Year.
Christina Snyder is a CCEA® with 9 years of Department of Defense acquisition cost estimating experience. She has supported Navy, Air Force, and Army programs with various aspects of project management, strategic planning, and cost estimating including: business case analysis, analysis of alternatives, return on investment analysis, acquisition planning, risk assessment, and logistics analysis. She earned a B.S. in Applied Computational Mathematics from Virginia Tech.
Emily Stafford has been a cost analyst for over seven years. She currently works as a Senior Economic Analyst at the MITRE Corporation. Prior to joining MITRE, she worked at TASC for five years. Ms. Stafford received a Bachelor’s of Science in Mathematics from Pennsylvania State University in 2007 and earned an MBA from George Washington University in 2011.

Jocelyn Tague is currently a Consultant at Herren Associates supporting NAVSEA’s Cost Estimating and Industrial Analysis Division. Ms. Tague received her Bachelor’s of Science Degree from Virginia Polytechnic Institute and State University, commonly known as Virginia Tech, in Industrial and Systems Engineering with a minor in Environmental Engineering. Mr. Taylor has more than 14 years professional experience relating to program management, risk management and analysis, acquisition and supply chain management. He holds a BBA in Supply Chain Management from the University of San Diego and an MBA from Arizona State University. Mr. Taylor currently supports Reed Integration, Inc.’s contract to NASA Independent Program Assessment Office (IPAO) as principal risk analyst.
Melissa Teicher was a high school math teacher in Boston before changing her career to cost estimating. For more than seven years, she has provided support to various DoD customers for electronic systems programs. As a Quantech employee, she provides cost analysis for the Crypto and Cyber Systems Division (CCSD) of the US Air Force, as well as providing training for her corporate colleagues. In her down time, Melissa enjoys playing piano and writing music.
With 12 years at Systecon, Oskar Tengö has experience from cost analysis and logistics engineering projects in the defense and aviation sectors. Mr. Tengo holds an M.Sc. in Mechanical Engineering from the University of Lund, Sweden with specialization in Logistics Modelling. F. Gurney Thompson III is a cost research analyst at PRICE Systems LLC. Recently, he led a project enhancing rotorcraft cost models to enable estimation of new rotorcraft concepts and technologies. In 2012-2013, he led a major effort developing data-driven approaches to electronics cost estimation. In 2010-2011, he was the primary architect of solutions for estimating total ownership cost. Gurney graduated with a B.S. in Systems Engineering from the University of Virginia in 2007.
Ryan Timm is a Lead Associate with Booz Allen Hamilton and has more than ten years of consulting experience in major acquisition decisions for public sector clients. He was previously employed as an Associate Technical Fellow for TASC and provided cost support at AFCAA. Mr. Toas has over 10 years of experience working for IC and DoD customers, performing cost estimating, risk analysis, and model development on various space and ground programs. Mr. Toas previously presented at the 2008-14 ICEAA Workshops.

Amanda Wilson works at the Air Force Cost Analysis Agency at SMC, Los Angeles. Her responsibilities include leading Non Advocate Cost Assessments for the POM and Cost Working Group Lead for Remote Sensing. She also worked Systems Engineering for RSLP in Albuquerque, NM. Prior to Cost Estimating, she worked on national programs and power systems for military communication satellites at Boeing Satellite Systems. Ms. Wilson earned her B.S. in Mechanical Engineering, with concentration in manufacturing, at Rensselaer Polytechnic Institute, New York.
Cheryl has been employed for Boeing Commercial Airplanes for 17 years, and previously for the Northrop Corporation (MX Missile program) for 5 years. Currently Cheryl holds a position in Material Management Spares Cost Estimating and has a background in Work Measurement, Estimating, Database Analysis, Customer Service and Training. Through CEBok and on the job training she is further developing her skills in statistics and parametric estimating. She has held positions on the ICEAA NW Board as Secretary, Treasurer and is currently the Fundraising Chairman.
Melissa has been with PRICE Systems for 3 years, acting as the Primary Solutions Consultant on the West Coast, training and mentoring NASA, the Army, and many contractors in the use of TruePlanning and other PRICE products. Before PRICE, Melissa worked at Raytheon SAS, where she performed parametric estimating for land‐based, sea‐based, airborne and space borne solutions. Previous to this, she worked at Northrop Grumman, where she developed parametric estimates as well as bottom‐up proposals.
