With the rising costs of and attention towards fuel usage in the Department of Defense (DoD), efforts are being made to procure more fuel efficient vehicles and modernize the Army’s existing Tactical Wheeled Vehicle (TWV) fleet. This research is part of an ongoing effort to help program managers make decisions regarding how much investment can be made into new technologies in order to see benefits within the estimated useful life of individual systems and the fleet as a whole.
US Army TACOM – Cost & Systems Analysis
Raymond Kleinberg is an analyst for Cost & Systems Analysis under US Army TACOM G8. He has developed cost estimates for several major programs and provided his operations research background to modeling IED blast injuries in MRAPs, optimizing the modernization of the Tactical Wheeled Vehicle (TWV) Fleet, and most recently COMBATXXI (CXXI) modeling and simulation.
Some highlights from Raymond’s cost analysis experience are work on the High-Mobility Multi-Wheeled Vehicle (HMMWV), Family of Medium Tactical Vehicles (FMTV), Mine-Resistant Ambush-Protected (MRAP) Vehicle, and the Joint Light Tactical Vehicle (JLTV) life cycle cost estimates. He was the Operations & Sustainment (O&S) lead for the FMTV estimate and the former Research, Development, Test & Evaluation (RDT&E) lead for the JLTV program through Milestone B (MSB).
Raymond received his BS with honors in mathematics and physics from Oakland University in Rochester, MI and stayed there to pursue his MA in Mathematics with a focus on discrete mathematics and graph theory. After graduate school, he obtained his secondary education teacher certification in mathematics and physics. Raymond has taught physics and mathematics courses at Oakland University and Baker College and still has a passion for sharing information and knowledge with others.
He currently lives in Michigan with his wife and three children.
