From Bid Package to Detailed EVM Baseline in One Easy Step

Your Company has put together a cost estimate and basic schedule along with the technical elements as a bid package for a Request for Proposal for a Government contract requiring Earned Value Management (EVM). The proposals have been evaluated, discussions have been held and now it’s time for the award. Congratulations your company’s won the contract!

Now the manager assigned to the program has the task of setting up an EVM baseline for the program. Why is it so hard to do a detailed schedule and EVM baseline, when you’ve got the schedule and cost that the company bid? Why doesn’t this baseline look in any way similar to the bid package cost and schedule? Should it look similar?

What are some of the roadblocks against going from the bid package cost and schedule inputs to the EVM baseline? What tips and/or tricks might make this contract-planning task faster and easier? Is there a way to use what the company put together for the bid package? Is it even possible to morph from that bid estimate to an EVM baseline? Can the bid package schedule become the detailed EVM schedule?

This presentation will explore this idea and see if it’s possible to make the contract start-up planning cycle faster and easier.


Karen Stiff
Naval Air Warfare Center, Weapons Division
Ms. Karen Stiff has over 30 years of experience at the Naval Air Warfare Center, Weapons Division at China Lake, CA in various aspects of Defense systems acquisition. She holds a Bachelor of Science degree in Industrial Engineering from California State University at Fresno and a Master of Science degree in Systems Engineering from California State University at Northridge. Karen was introduced to EVM principles in 1991 while managing the Sparrow 7R transition to production. In 1996 she became the EVM Analyst for the IDECM program and from 1999 to 2001 she helped the A/V-8B OSCAR program to develop, document and receive certification for a Government In-house EVM system. Karen was then named the Naval Air Warfare Center Weapons Division EVM lead. She has trained several EVM analysts and has worked numerous weapons systems programs both in the project management field and in the EVM analysis area.
