During her career, she has also supported various other civilian agencies in Commercial/Residential real estate, mortgage, finance and healthcare. Timothy Anderson has over 20 years’ experience as a cost analysis practitioner and educator. His areas of interest are cost analysis and cost uncertainty analysis. He is a Senior Project Leader at The Aerospace Corporation, and a lecturer for the Naval Postgraduate School. Tim is an ICEAA certified cost estimator/analyst; a board member of the Washington Capital Area chapter of ICEAA; and a frequent presenter of topics related to cost estimating and cost uncertainty analysis.
As ICEAA’s Director of Certification since 2007, Mr. Andrejev oversees the continued development, refinement and administration of its professional certification programs. He received the 2013 Service to Society team award, was named the 2000 National Cost Estimator/Analyst of the Year–Management, and has held numerous positions as a national and chapter officer, board member, director, committee chair and member. He retains current CCEA® and PMP® certifications, and publishes and lectures frequently on the cost, risk, and management challenges inherent in large-scale, complex programs and projects.
Mr. Appleton is the Senior Additive Manufacturing consultant with Troika Solutions LLC. He possesses Additive Manufacturing certification from the Society of Manufacturing Engineers. He is also a member of the Additive Manufacturing User’s Group, the Additive Manufacturing for Maintenance Operations working group, and ASTM committee F42 helping to establish standards for Additive Manufacturing. He is a retired Marine with extensive experience in life cycle management.
Remmie Arnold is a CCE/A certified Cost Analyst at Technomics, Inc. where his five years of professional experience in cost estimating and analysis have been put to use in capabilities database and software development, software growth and schedule estimation, creation of training materials, and collection and organization of systems data. Remmie helped produce records of analysis in support of the Government Accountability Office for renovation programs on the Capital Dome and Cannon House Office Building.
William Banks is currently a Team Leader in the Cost Industrial and Analysis Division at Naval Sea Systems Command (NAVSEA). Mr. Banks has Master’s of Science and Bachelor’s of Science Degree in Mechanical Engineering from Old Dominion University. He also holds a Project Management Professional (PMP) certification, Level III certification in Engineering from Defense Acquisition University (DAU) and a Level II certification in Cost Estimating from DAU
Erin Barkel is the Vice President and a founding member of the ICEAA Canada Chapter. She holds a BASc in Industrial Engineering from the University of Toronto and an MBA from the Ted Rogers School of Management at Ryerson University. She continues to slowly pursue a PhD in Management at Carleton University.
Laura Barker is a certified Professional Cost Estimator/Analyst at Booz Allen Hamilton in San Diego, CA. She has previously supported SPAWAR 1.6 as an Operations Research Analyst for Engility, and for FIRST Robotics Competition in Atlanta, GA. Laura has a B.S. in Economics from the Georgia Institute of Technology.
Bill has more than 40 years of experience in basic R&D, defense acquisition, and cost estimation. An Air Force veteran and Navy research scientist in underwater acoustics, Bill has also supported many of the alphabet soup of Federal agencies. This is his 5th year as a Track Chair, and 4th as a Track papers judge. He has presented many papers and is Chair of the ICEAA Chapter Development Committee. Bill has a BS in Mathematics from ODU, a MS in Technology Management from UMUC, and is CCE/A certified.
Joe Bauer joined PRICE Systems after twenty years of service in the US Air Force. Joe is the primary Solutions Consultant for Air Force customers, providing training, mentoring, and consulting in parametric estimation and data analysis. He earned a Master of Science degree in Cost Analysis in 2009 from the Air Force Institute of Technology and an MBA in 2005. Joe is a Certified Cost Estimator / Analyst (CCEA) with ICEAA.
George Bayer, Acting Director of FAA Programs at Cobec Consulting with over 17 years of Finance experience, manages cost and benefits estimating teams for Federal Aviation Administration (FAA) acquisitions. Prior to his work for the FAA, George worked in the Energy Industry, leading economic buy-versus-lease analyses at BP and conducting project valuations at ConocoPhillips. Mr. Bayer holds a BSBA in Finance from the University of Florida and a MBA from the University of Texas at Austin.
David Biron is the Targets and Countermeasures Cost Manager for the Missile Defense Agency (MDA). He is an ICEAA Certified Cost Estimator/Analyst. Mr. Biron has also led cost teams for sensors and homeland defense at MDA. He has a B.S. in Mathematics from Liberty University.
James “Jay” Black has 12 years of cost estimating experience and currently works as senior operations research analyst for the Administration for Children and Families within the U.S. Department of Health and Human Services. In this role, he supports the Grants Center of Excellence software suite used to administer 1200 grant programs in eight Federal departments. Jay has a Masters in Systems Engineering from the Johns Hopkins University and holds a current CCE/A certification.
After graduating from the University of California at Davis in 1983, Mr. Bloom has worked for the Naval Weapons Center, Lockheed Martin, Lawrence Livermore National Labs and since 2008, for Raytheon Space and Airborne Systems (SAS) where he is a Sr. Engineering Manager. Mr. Bloom is currently the Cost Estimation Subject Matter Expert (SME) for the Electronics Center of SAS. He has developed parametric models for all Electronics Center products.
Mr Randal Bowen is Technical Advisor to the Director of Financial Management & Comptroller for the Air Force Life Cycle Management Center. Mr Bowen is an experienced cost estimator/analyst, with more than 30 years tenure at Wright-Patterson AFB.
Peter J. Braxton is a Senior Cost Analyst and Technical Officer at Technomics,Inc., where he has supported the Air Force Cost Analysis Agency, Naval Center for Cost Analysis, and Office of the Deputy Assistant Secretary of the Army for Cost and Economics on data collection and cost research efforts, and Defense Acquisition University on curriculum development. Peter serves as ICEAA’s Vice President of Professional Development, and was named SCEA’s 2007 Estimator of the Year for contributions in education.
Heather Brown is an Operations Research Analyst currently working in the Information Technology Estimating Division of the Naval Center for Cost Analysis as part of the Naval Acquisition Development Program. She supported the CEC and SSC programs while working in the Ships/Weapons Division, as well as AIM-9X and ACV while working in the Aviation/USMC Division. She earned her Bachelor of Science degree in Applied Computational Mathematics from Virginia Polytechnic Institute and State University.
Brandon Bryant is an analyst at Technomics, Inc. with experience in data collection, policy development, functional requirement design, and project management. He supports the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) as a Business Systems Analyst/Training Lead. His experience supporting this client includes implementing cost and software data reporting (CSDR), designing functional requirements, coordinating all industry, and government outreach for the Cost Assessment Data Enterprise (CADE).
Sandy provides Senior Consulting activities for the Northrop Grumman Aerospace Systems Unmanned Systems (UMS) Pricing & Estimating Organization. Currently, Sandy provides leadership to implement affordability and quality initiatives on major UMS proposals. His responsibilities are to build data-driven estimates at WBS and/or SOW levels that minimize the number of BOEs while providing all the necessary costs, and to promote a more affordable proposal culture.
Diane Butler is a CCE/A with over 18 years of cost estimating and analysis experience supporting Air Force, Navy, and NATO programs. Diane has a MS in Engineering Management and BA in Quantitative Economics from Tufts University and was the 2007 SCEA Cost Estimator of the Year for Management Contributions.
Cassandra Capots is a Cost Analyst at ICF International supporting the Department of Housing and Urban Development, co-developing and implementing a standard independent government cost estimate process. She also supports the Defense Acquisition University, Air Force Air Mobility Command, and Centers for Disease Control and Prevention. During her career, Ms. Capots has supported various other federal agencies by providing applied cost estimating and cost research support as well as training, among other activities.
Mr. Cass is the Chief Information Security Officer for IBM. He has global responsibility for all aspects of security practices, processes, and policies across the IBM Cloud & SaaS business unit. David has extensive experience in information security, risk management, business continuity/disaster recovery. He played a key role in leading and building corporate risk & governance and information security organizations. David has a MSE from the University of Pennsylvania, and a MBA from MIT.
Tom has over 23 years of experience in Federal and private industry leading cost/risk analysis across IC, DoD, and Civil agencies. As the Analytics-based Alternatives Evaluation (AAE) Practice Area Director, he’s charged with enabling clients to more confidently make choices among competing alternatives. With Booz Allen Hamilton, he led the development of Polaris, the industry-recognized, groundbreaking tool for conducting integrated cost and schedule risk analysis. Tom has a BS in Industrial Engineering from University of Pittsburgh, MEA from Virginia Tech, and was 2012 SCEA Cost Estimator of the Year.
Ms. Stacy Dean is a Senior Estimator at The Boeing Company. Stacy’s primary area of expertise is in parametrics & statistics. Ms. Dean has held numerous Estimating and Procurement Finance positions throughout her career. Additionally, she has led multiple initiatives to develop common processes/tools and training for CER/parametric analysis within Boeing and ICEAA. She serves as the ICEAA NW Chapter President.
Mo Deane is a CCEA certified cost analyst at Tecolote Research, Inc. During her seven years at Tecolote, she has provided cost analysis support to multiple U.S. Navy Unmanned and Strike Weapons Program Management Activities (PMAs) through the NAVAIR-4.2 Cost Department. She has also supported the U.S. Coast Guard Acquisition Directorate CG-9283, the U.S. Special Operations Command (SOCOM), and the Office of the Deputy Assistant Secretary of the Army for Cost and Economics (ODASA-CE).
Mr. Jason Dechoretz has been with MCR since 1991 and currently serves as Chief Strategy Officer (CSO). As CSO he manages MCR’s execution of its Strategic Plan, develops and advocates the MCR Brand, and supports service delivery and business development effort. Mr. Dechoretz currently supports the ICEAA Board of directors through inter-organization outreach. He previously served on ISPA’s Board of Directors for seven years, with the last five as Chairman.

Anthony DeMarco is the President and Managing Member of PRICE Systems, LLC. Anthony received a Bachelors degree in Mathematics from St. Joseph’s University and a Masters degree in Computer Science from the NJIT. Anthony is a recognized expert and frequent speaker on predictive cost modeling for optimizing, planning, budgeting, and cost management. Nick DeTore has been an analyst at Tecolote Research for over 7 years. His primary roles in the Software Products and Services Group are designing, developing, and teaching uncertainty analysis software. Using his background in mathematics, he researches and tests new algorithms, designs charting tools to analyze cost/schedule data, writes training material and teaches classes on uncertainty analysis.
Mr. Dewberry is journeyman cost estimator with the Navy Engineering Logistics Office (NELO) in San Diego since May 2014. Prior to working in his current location Mr. Dewberry was located in the Washington D.C. metropolitan area. In both instances Mr. Dewberry supports Navy DoD programs in the areas of cost estimating, acquisition support, and earned value analysis. Mr. Dewberry earned his B.S. in Industrial and Systems Engineering from Virginia Polytechnic Institute and State University (Virginia Tech) in 2006 and his MBA from the University of Maryland University College in 2012. Mr. Dewberry became certified Professional Cost Estimator/Analyst (PCEA) with ICEAA in 2010 expiring in 2013.
Ms. Dorr is an Economics and Business Analyst with the MITRE Corporation. She has over 15 years of experience in the areas of Cost Estimating, Earned Value Management, and CPIC. She has supported various government agencies including the Internal Revenue Service, Centers for Medicare and Medicaid Services, and Department of Homeland Security. In 2013 Ms. Dorr and her colleague Dan Harper were the recipients of the ICEAA Best Paper Award for their paper “Getting and Sharing the FACTS.”
Ms. Nancy Droz is the Director of the Program Management Assistance Group (PMAG) at the Space and Missile Systems Center and has over 30 years of Program Management and Engineering experience. Her group provides integrated program management assistance and training workshops to develop integrated program management capabilities. Nancy is a professional engineer, a member of the Acquisition Corps, holds Master’s degrees in Science in Unit Operations and Military Operations Arts and Sciences.
Mr. Eden, an Associate with Booz Allen Hamilton, provides support primarily for Department of Defense (DoD) clients including expertise to the U.S. Marine Corps (USMC), US Navy (USN), Defense Threat Reduction Agency (DTRA), and various other DoD and Intelligence Agencies. He has over 16 years of experience performing analysis, as well as management, design, and implementation for analytical tools. He is a graduate of Virginia Tech, is a certified Project Management Professional (PMP), and is an ICAgile Certified Professional (ICP).
Mel Etheridge has been a CCE/A since 1988. He started at the Naval Center for Cost Analysis. Since leaving the Government has supported a variety of Defense and Civil programs and agencies, including program offices at PEO Submarines and the FAA, the DoD Deputy Comptroller, JCS-J2, and the Joint Program Development Office. Active in SCEA and ICEAA, he served in a number of positions including National Secretary and Conference Chair of 5 National Conference/Workshops.
As the Cost Research and Tools Division Director at the Naval Center for Cost Analysis (NCCA) since May 2011, Mr. Fitch leads the NCCA cost research and tool development program. This program provides data repositories and cost estimating methodologies for use by the government cost estimating community. Mr. Fitch has 20 years of experience developing cost estimates and program assessments for Department of Defense and NASA programs. Mr. Fitch holds a Bachelor of Arts in Economics and Politics from Wake Forest University and a Master of Arts in Economics from the University of Kentucky.
Mr. Flett is President of Flett and Associates, a consulting firm which specializes in cost proposal development, competitive assessments, Price-to-Win analyses and specialized training in various cost estimating topics. He has over 40 years of experience in Government and contractor organizations . He is a past National President of SCEA and a recipient of that organization’s “Lifetime Achievement” award.
Brian Flynn is based at Technomics’ Arlington, Virginia, headquarters where he supports national security efforts. His areas of expertise include: defense planning and capability portfolio analysis, weapon system acquisition strategy and cost estimating, econometric modeling, quantitative risk analysis, earned value management, defense industrial base analysis, economic analysis, corporate financial health analysis. Dr. Flynn has undying pride in his service as a U.S. Marine.
Mr. Frederic has been with Tecolote Research since 1983. He is a Tecolote Chief Scientist. In his career at Tecolote, Mr. Frederic has accumulated a wide variety of experience including software development, CER development, technical baseline development, schedule analysis, and cost estimating. His efforts have addressed many aerospace commodities including radars, optical sensors, missile systems, launch vehicles, launch facilities, space vehicles, and aircraft.
Mr. French has almost 20 years of experience in a variety of Information Technology roles including application analyst, developer, tester, project management, software metrics and software project estimation. He currently serves as Chairman of the IFPUG FSSC and authored or co-authored papers a number of papers and presentations on the use of function points. Mr. French is also a PMI PMP and Agile Alliance SCM and is a member of the GAO cost expert group.
For decades, Dan Galorath has been solving a variety of management, costing, systems, and software problems for both information technology and embedded systems. Galorath has developed the SEER applications, methods, and training, for software, hardware, electronics & systems, information technology, and manufacturing cost, schedule, risk analysis, and management decision support.
Haitham Ghannam is currently an EVM team leader at the Naval Sea Systems Command (NAVSEA) 05C. He conducts analysis and Estimate at Completions for several Department of Navy’s programs. He received his B.S. in Management Information Systems from George Mason University and is currently working on his Master’s Degree in Cost Estimating from the Naval Postgraduate School. Prior to joining the Civil Service, he worked four years as a Program Controls/Schedule Analyst for Raytheon Company.
James Glenn is Manager for Cost Estimating at CSC supporting the Missile Defense Agency. He is the 2014 recipient of the ICEAA Technical Achievement Award and 2014 recipient of the NDIA Tennessee Valley chapter Management Award. He is a CCEA certified ICEAA member and serves on the ICEAA Greater Alabama chapter board as Treasurer. He holds a B.S. degree in Industrial Engineering from Clemson and M.S. degree in Industrial and Systems Engineering from Virginia Tech.
Jeremy Goucher has over 14 years of professional cost estimating, financial planning, and leadership experience. He is currently a lead cost analyst at Herren Associates supporting the Naval Sea Systems Command Cost Estimating and Industrial Analysis Division. Mr. Goucher is CCEA and PMP certified and received his Bachelors in Economics from the University of Maryland (College Park) and his Masters in Economics from Syracuse University.
Mr. David R. Graham is a retired DoD cost analyst/EVM specialist. His career started at the Space and Missile Systems Center (SMC) in El Segundo, CA in the EVM discipline. David went to Washington DC and back twice over 30 years working at Air Force Systems Command, Pentagon, Aerospace Corporation, Intelligence Community and NASA as an EVM specialist and cost estimator. He championed two EVM cost-risk tools to bring cost, schedule and engineering disciplines together.
Since 2012, Marc has worked for NASA’s Cost Analysis Division helping the Space Technology Mission Directorate improve its estimating methods, facilitating the NASA Cost IPT and providing decision-support to NASA leadership. Marc previously worked in cost analysis for DHS, NCCA, DAU and NAVSEA. He has a BS in Materials Engineering and an MS in Engineering Management. He is professionally certified as a Cost Estimator/Analyst and Level III certified in Business – Cost Estimating.

Katrina Hall is the Federal Aviation Administration’s (FAA) Director of Investment Planning and Analysis, AFI-1, within the Office of Financial Services. Since joining the FAA in 2002, Ms. Hall served as the Manager of the Life Cycle Cost Estimating Group, AFI-200, providing overarching agency cost estimating tools, standards and guidance, as well as contributing to NextGen cost estimating activities. She has more than 20 years of financial and business case analysis experience on large-scale government procurements. Katrina holds a Bachelor’s degree in Industrial Engineering from Morgan State University.
Mr. Harper is a CCE/A and has been an ICEAA member for over 15 years. He has estimated Hardware and Software/IT during all Acquisition and Support Phases and has a passion for knowledge sharing and knowledge management and was awarded the annual MITRE Presidents Knowledge Management award in February 2014. He has a Finance degree from Virginia Tech as well as a Masters in Technology Management from GMU.
Eric Hawkes has a B.S degree in Mechanical Engineering and a M.S in Operations Research. He served as an Air Force officer for seven years, the last two being at the Air Force Cost Analysis Agency. After separating from the Air Force, he has supporting multiple clients as a support contractor to include: AFRL, PEO Aviation, Space and Missile Defense Command, and the Missile Defense Agency.
Ann Hawpe started with Herren in 2003 and currently provides Cost Estimating and Analysis support to the Naval Center for Cost Analysis. She leads Herren’s Program Analysis and Cost Engineering team and advises on multiple, complex cost estimating and research projects. Ms. Hawpe earned her BS in Industrial and Systems Engineering from Virginia Tech and MS in Engineering Management and Systems Engineering from George Washington University. She also has her CCEA, LSS-GB, and PMP certifications.
Mr. Robert Hernandez works in the Program Management Assistance Group (PMAG) at the Space and Missile Systems Center. Mr. Hernandez’s operational experience includes ATC radar, avionics, financial and program management. His Air Force support includes military, civilian, and contractor work and he is the logistics and business Subject Matter Expert (SME) for PMAG. Rob is a Certified Defense Financial Manager, Acquisition specialty (CDFM-A), has a Master’s in Business Administration, is the Commander of Veterans of Foreign Wars Post 2828, and is a Doctoral candidate.
Ashley Hoenigke is a Cost Research Analyst at PRICE Systems, LLC with two years of experience building cost models. Ashley has contributed to several PRICE cost models, both in researching CERs and implementing solutions as Cost Object Models. Her major contributions are in Space Missions, Rotorcraft and the new IT Infrastructure Model. For the IT Infrastructure Model, she has done extensive data collection and regression analysis to come up with educated CERs.
Mr. Hogan is the Senior Technical Expert at the Air Force Cost Analysis Agency. Mr. Hogan is a recognized cost/risk instructor to audiences from DoD, DoC, the IC, NASA, and Industry. He has published papers on topics such as Technical Baseline Assessments, Class A/C Satellites, Affordability Curves, and Joint Cost-Schedule Confidence levels. Greg graduated from Penn State with a BS degree in Industrial Engineering and then earned a MS degree in Systems Engineering from Virginia Tech.
Brittany Holmes is a cost analyst at CSRA who currently supports the Missile Defense Agency. She has more than 4 years of experience in cost estimating and data analysis in several industries: Missile Defense, IT, and Environmental Biology. She is an ICEAA member and is PCEA certified. Her BS and MS degree are in Biological Sciences from the University of Alabama in Huntsville.
Mr. Eric Hong is an Vice President at Dynamo Technologies, LLC who has provided cost estimation provided cost estimation to multiple clients within Department of Defense (DoD), Department of Treasury, Department of Homeland Security (DHS) and the Intel Community. He has specialized in providing cost support for developing emerging technology IT systems. He earned a Bachelor’s Degree in Policy & Management from Carnegie Mellon University. He is a certified cost estimator.
Justin Hornback is Program Manager and analyst for Reed Integration, Inc.’s (Reed) work providing schedule and cost analysis for NASA’s Independent Program Assessment Office (IPAO). Justin has over 12 years of experience in engineering, analytics, and project/risk management. Mr. Hornback earned his BS in Electrical Engineering from the University of Virginia and MBA from the College of William and Mary. He is a certified CCEA and PMP.
Shu-Ping Hu is the Chief Statistician at Tecolote Research. She earned her Ph.D. in Mathematics, with an emphasis in Statistics, at the University of California, Santa Barbara. Dr. Hu has 29 years of experience designing, developing, and validating learning, uncertainty, correlation, and regression algorithms in ACE, CO$TAT, and JACS. Dr. Hu also published many technical papers. For over 20 years, she has been a regular presenter of advanced cost analysis techniques at major cost conferences.
David Hulett, Ph.D. FAACE has consulted and trained in project risk management since 1990. His clients are both commercial and government in many industries and several countries. His focus is on quantitative cost/schedule risk analysis on large projects. He has contributed to risk management standards for PMI and AACEI. He has provided schedule and schedule risk analysis training as well as papers at ICEAA and AACE International conferences. He has written two books on quantitative risk analysis.
Mr. Hunt has over 40 years of cost estimating and economic analysis experience. He began his career teaching mathematics and statistics at the Army Logistic Management College and ending his Government career Chief of the Independent Cost Estimating (ICE) Division for Vehicles, Ammunition, and Electronics at the U.S. Army Cost Center (now ODASA-CE). He is currently President of Galorath Federal Incorporated and has served in various technical and senior management positions in industry.
Adam James is a Lead Analyst at Technomics, Inc., where he has supported a variety of cost and research studies for the service cost centers, the Office of the Secretary of Defense, and NAVSEA. His areas of focus have included advanced tool and database development and statistical modeling. He holds an M.S. in Statistics as well as B.S. degrees in Mathematics and Statistics from Virginia Polytechnic Institute and State University.
Christopher Jarvis is an Operations Research Analyst with DoD acquisition experience spanning AoA, Development, Procurement and O&S phases for ACAT I and II missile and aircraft, single service and international joint programs. Currently, he is the Technical Director for the Cost and Economics Division of AFLCMC Eglin Operating Location. Christopher is an ICEAA certified cost estimator (CCEA) with a BS, MS and PhD in Mathematics and an MS in Industrial and Systems Engineering.
Zachary Jasnoff is the Vice President of Professional Services at PRICE Systems, LLC and has over thirty years’ experience in lifecycle cost estimating. Zach began his career at the GAO where he was responsible for independent audits and investigations of defense acquisition programs. Zach broadened his career in cost estimating while serving in various positions at Boeing and Lockheed-Martin. Zach received a M.S.E from Penn Engineering and The Wharton School at the University of Pennsylvania.
Brent Johnstone is a production air vehicle cost estimator at Lockheed Martin Aeronautics Company in Fort Worth, Texas. He has 28 years’ experience in the military aircraft industry, including 25 years as a cost estimator. He has worked on the F-16 program, and since 1997 has been the lead Production Operations cost estimator for the F-35 program. Greg Kiviat is Manager of Affordability Analysis and Life Cycle Cost at Sikorsky Aircraft. His team provides parametric Life Cycle Cost estimates and Design to Cost analysis for new and ongoing helicopter programs. Greg is currently serving as ICEAA Secretary. He holds an MBA from Georgia Tech and a B.S. from Brown University.
Dr. Cole J. Kupec II is an Operations Researcher for BCF Solutions. He completed his Ph.D. at Old Dominion University in Occupational and Technical Studies. He holds a Masters in Business Administration (MBA) from Auburn University and a Bachelor of Science in Finance from the University of Wyoming. Dr. Kupec publishes on a variety of topics including cost estimating, earned value management, andragogy, and defense industry training.
Ms. Lainez is a Senior Consultant for Herren Associates currently supporting the NAVSEA 05C4 Combat and Weapons Systems Cost Engineering Division. Currently she supports the Milestone B cost estimate for the Advanced Offboard Electronic Warfare system under the PEO IWS 2.0. She has six years’ experience as a Finance Project Controller for the FBI, DEA, DOJ, and DIA measuring project performance and progress using EVM. She holds a B.A. in Political Science from East Carolina University.
Nick Lanham is an operations research analyst focusing on aircraft and software costs at the Naval Center for Cost Analysis (NCCA) in Crystal City, Virginia. He has more than six years of experience estimating Naval Aviation, software, and USSOCOM program costs. Lanham earned his MBA from University of Maryland University College (UMUC) in 2013 and is DAWIA Level III-certified and was a co-author to the 2015 ICEAA best paper within the Software Estimating track.
Tim Lawless has 16 years of cost estimating experience and is the Division Director for Combat Systems Cost Engineering in Naval Sea Systems Command 05C Cost Engineering & Industrial Analysis. His division supports Program Executive Office Integrated Warfare Systems. Tim has a Bachelors degree in Mechanical Engineering from Trinity University, and a Masters degree in Operations Research from George Washington University. He holds a DAWIA Level III certification in Business – Cost Estimating.
Richard C. Lee is currently a Cost Team Lead at the Naval Sea Systems Command (NAVSEA) 05C. He conducts Independent Cost Estimates (ICEs) for the Department of Navy’s VIRGINIA Class Program Office to support budget requirements and milestone decisions. He received his B.S. in Mechanical Engineering and M.S. in Mechanical Engineering from Virginia Tech and currently working on his M.S. in Cost Estimating from the Naval Postgraduate School. Jennie Leotta is Senior Research Analyst at the Government Accountability Office. She is a responsible for performing cost, schedule, and Earned Value Management analyses to support audit findings on a wide range of government programs. She has 10 years of experience in federal acquisition at both DHS and the Navy. Jennie holds a B.S. in Quantitative Finance from James Madison University and an M.A. in Economics from George Mason University.
James has a BS in Engineering from the University of South Florida. His interest in software engineering enabled him to pursue a systems and software design career for more than 25 years. In 2009, James formally entered the cost estimating and analysis profession, working directly with the Air Force Cost Analysis Agency, preparing cost assessments, independent estimates and building cost models. James currently works at the Missile Defense Agency, as a advanced analyst.
Mr. Joel Little serves as Professor of Earned Value Management (EVM). He is a retired Naval Officer having served in a variety of sea and shore assignments. Mr. Little holds a Master of Business Administration and Bachelor of Science in Business Administration from Columbia College. Additionally, Mr. Little is a certified Earned Value Professional (EVP) through the Association for the Advancement of Cost Engineering, International (AACEI).
Mr. Lofgren works for Technomics, Inc. and supports the Cost Assessment Data Enterprise (CADE) project for OSD CAPE which collects and makes available contract cost and earned value data. In this role, he also supports special economic studies and independent cost assessments. Mr. Lofgren has won best papers in the 2014 EVM track and 2013 Software track. He holds a B.S. in Aerospace Engineering from Virginia Tech and a M.S. in Systems Engineering from The George Washington University.
Patrick Malone is a senior consultant at MCR, LLC. He has significant analytical and hands-on experience in the aerospace industry from ground to space systems. He currently supports the Space and Missile Systems Center MILSATCOM directorate. He has written a number of papers investigating System Complexity, Technology Readiness Levels, and Physics Based Reliability to improve cost-estimating confidence over the life cycle. He is an advocate of should cost methods.
Ms. Mann is a Senior Consultant for Herren Associates currently supporting the NATO Sea Sparrow Project Office (NSPO). Previously she has developed estimates and conducted research for the OSD CAPE, SPAWAR, NAVSEA, NCCA and the US Army. She holds B.S. and M.S. degrees in Industrial and Systems Engineering from Virginia Tech, a graduate certificate in Engineering Education, is CCEA certified, and currently serves as the Secretary for the Washington Area Chapter of ICEAA.
Jennifer Manring is a Principal Economic and Business Analysis in MITRE’s Center for Acquisition and Management Sciences (CAMS). She has over 20 years of cost estimating and economic analysis experience on a wide range of Government systems and platforms. She has co-led multiple cost research initiatives in cloud computing, service oriented architecture (SOA), schedule analysis, and agile development.
Mr. McDowell is employed by Tecolote Research, Inc. as the Chief Scientist for the Aviation and Missile Programs Group performing cost research and cost estimating for numerous customers. He has thirty-five years of experience in cost estimating, analysis, and modeling. He is co-author of the Joint Agency Cost Schedule Risk and Uncertainty Handbook and Cost Risk and Uncertainty Metrics Manual (CRUAMM). Grant McVicker is Associate Deputy Assistant Secretary for Cost and Economics, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, responsible for assisting the Deputy Assistant Secretary of the Air Force (Cost and Economics) in directing and supervising cost, economic and business case analysis. He is also Deputy Chair of the Air Force Cost Analysis Improvement Group. Previously, he served as the Chief of the Aircraft and Weapons Division, Air Force Cost Analysis Agency, Joint Base Andrews NAS, Maryland. Mr. McVicker retired from active duty in May 2006 as a Lt Col after serving for more than 20 years with the Air Force.
Mr. Mender is a Cost Team Lead in the Ships Division at the Naval Center for Cost Analysis (NCCA). Prior to joining the Ships Division, he was an Operations Research trainee in the Naval Acquisition Development Program (NADP). While in NADP, he conducted rotational assignments with NCCA, SPAWAR and NAVAIR. He has an M.S. in Systems Engineering (concentration Operations Research) from The George Washington University, and a B.S. in Applied Economics from Ithaca College.
Ted Mills is currently an OR Analyst in the Office of Evaluation, Cost Analysis Division of NASA. He is a retired Navy Captain and former Commanding Officer of an aircraft carrier based aviation squadron and a major shore installation. Captain Mills is a graduate of the U.S. Naval Academy and holds a Master of Science in OR from the Naval Postgraduate School. He is a CCE/A and is Department of Defense DAWIA qualified in PM.
Arlene F. Minkiewicz is the Chief Scientist at PRICE Systems, LLC with over 31 years of experience at PRICE building cost models. She leads the cost research activity for TruePlanning, the suite of cost estimating products that PRICE provides. She is a software measurement expert dedicated to finding creative solutions focused on helping make software development professionals successful. She is widely published and speaks frequently on software related topics.
Mr. Morales is a Senior Cost Estimator with MCR LLC. In San Diego, CA. He has over 15 years in Cost Estimating for NASA, DoD and Intelligence Communities. Mr. Morales has a B.S in Business Administration from San Diego State University and a MBA from Loyola Marymount University. Nick has been a Certified Cost Estimator/ Analyst (CCEA) with ICEAA since 2003. In addition, he currently serves in the Navy Reserve and has over 22 years of continuous service.
Karen Mourikas is an Operations / Systems Analyst at the Boeing Company, focusing on Teardown/Should-cost analyses, Affordability trade studies including Life Cycle Cost, and Design for Producibility. Karen also has experience in Operator-in-the-Loop Warfighter Experiments, statistical analyses, software development, and teaching math. Donna Nguyen graduated from Wichita State University with a BS in Finance and an MBA. She is currently a Team Leader in the Enterprise Core Organization Estimating and Pricing at The Boeing Company, supporting business cases for Information Technology (IT) software development projects. Donna has over 5+ years in cost estimating and analysis and over 5+ years in financial analysis. Grady Noll is a cost research analyst for PRICE Systems and a graduate of Lehigh University’s engineering program in 2015. He acted as a student consultant for Effort Foundry during his final year, where proposals made by him and his team led to noticeable improvements to the foundry’s processes. He is now playing an active role in the implementation of several new models at PRICE Systems.
Lauren Nolte is a Senior Cost Analyst at ICF where she currently leads the development of IGCEs for the Walter Reed Army Institute of Research; she also supports the Air Force Air Mobility Command Enterprise Learning Office and the Defense Acquisition University. Lauren is an ICEAA-Certified Cost Estimator/Analyst, a certified Project Management Professional (PMP), and holds a Masters in Public Administration from the Maxwell School of Syracuse University.
Rod Olin is currently Vice President of the NW Chapter of ICEAA. He is a Finance Analyst at The Boeing Company, with an extensive background in manufacturing. Rod has performed every job in a machine shop – from sweeping the floor, to owner. He owned a manufacturing business for 20 years, and in the process, directly experienced the validity (or lack thereof) of his analyses and estimates. Active in his community, he has taught at a local Technical College, and is President of a non-profit Theater Company.
Mr. James M. Parnham is an analytical consultant at Technomics, Inc. His experience at Technomics, Inc. includes supporting the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) Defense Cost and Resource Center (DCARC) and the Office of the Chief Financial Officer in the Department of Energy. Praful Patel, Operation research Analyst of Naval Center for Cost Analysis (NCCA) has 30 plus years of experience in government and private industry in the areas of cost estimating, product design, manufacturing and supply chain operations. Mr. Patel holds Masters in Chemical Engineering from University of Detroit and Executive MBA from Michigan State University. Mr. Patel is certified at level III in the field of Business Cost Estimating and is a member of Defense Acquisition Corps.
Colonel Peeler is Deputy Director, Financial Management & Comptroller for the Air Force Life Cycle Management Center. He is the Air Force’s most acquisition experienced uniformed finance officer and a prior Secretary of Defense Corporate Fellow. Colonel Peeler is a graduate of the Air Force Institute of Technology, a certified cost estimator/analyst, and a certified acquisition professional in both financial and program management. Among other affiliations, he is a member of the ASMC & ICEAA.
Eric Plumer directs and manages NASA’s Cost Analysis Data Requirements (CADRe) program within the Office of Cost Evaluation at NASA HQs. As the lead for CADRe, he is responsible for planning, prioritizing, funding, and directing, supporting data collection, and review and approval of CADRe events for both on-going and historical flight projects at NASA. He was SCEA certified in 2009 in Cost Estimating/Analysis and is Level III DoD Certified in Financial Management and Cost Estimating.
Mr. Danny Polidi received a B.S. and M.S. degree in Electrical Engineering from the California Polytechnic State University, San Luis Obispo, CA in 1990 and 1991. Upon graduation, started working at Space Systems/Loral on high frequency, microwave designs for space applications. Later, at Radian Technology, he became the Product Manager of the Digitally Tuned Oscillator Product Line where he was responsible for designing new circuits, writing code, and production. At NANOmetrics, Danny managed all Electronic Engineering activities. From 2004 – present he has worked at Raytheon as a Section Manger, Team Lead, Cost Account Manager and has been certified as a Program Manager.
Chris Price has been devoted to Systems Engineering and specifically Cost Analysis for the past 15+ years. He has been with PRICE Systems LLC since October, 2014. Previously he was with Raytheon Company since 1984. At Raytheon he worked in the Systems Cost Engineering / Analysis Organization and the Systems Effectiveness / Reliability & Maintainability Engineering Organization. He holds a Bachelor’s Degree in Electronic Engineering Technology from the Ohio Institute of Technology.
Andy Prince is the manager of the Engineering Cost Office at NASA/Marshall Space Flight Center. His office is responsible for parametric cost estimates and analyses, maintenance of the REDSTAR Library, data collection and analysis, and the development of the Project Cost Estimating Capability (PCEC). Andy is past ISPA Board Chair and ICEAA co-President. Andy has received numerous awards during his career, including the SCEA Cost Estimator/Analyst of the year. He is a lifetime member of ICEAA.
Cynthia Prince is Sr. Engineering Manager for Design To Cost at Rockwell Collins, applying a pragmatic approach to driving efficiency and cost reduction while maximizing profitability. Cynthia holds Bachelors of Business Administration in Finance and Bachelor of Science in Electrical Engineering degrees and is a Certified Cost Estimator/Analyst. She specializes in project management, proposal preparation, valuation, requirements analysis, risk assessment, scheduling, and data visualization, working with hardware design teams to optimize recurring cost of products.
Karen Richey is an Assistant Director for the Applied Research and Methods Team at the Government Accountability Office (GAO). She is a senior cost analyst responsible for and with 25 years’ experience in performing cost, schedule, and EVM analyses to support audit findings on a wide range of government programs. Karen holds a BS in Statistics and Mathematics from the University of South Carolina and a Master’s in Cost Estimating and Analysis from the Naval Postgraduate School.
Dr. Rosa is the C4ISR Branch Chief at the Naval Center for Cost Analysis. He has over 18 years of experience in government including Senior Cost Expert at Department of Homeland Security, Technical Advisor at Air Force Cost Analysis Agency, and Industrial Engineer at Department of Navy (NAVAIR and NAVSEA). Dr. Rosa earned a PhD and M.S. in Engineering Management from George Washington University and a BS in Mechanical Engineering from University of Puerto Rico.
Derreck Ross is an Analyst at Technomics Inc. At Technomics, Derreck uses his skills in Mathematics, Programming, Optimization, Earned Value Management, and Database Management to solve his clients’ problems. Having experience in both technical and management positions, Derreck has successfully supported many different defense organizations in his career. Derreck has a Master of Science degree in Applied Mathematics from the University of Washington.
Mr. Sanders is a Lead Associate for Booz Allen Hamilton in Shalimar, Florida. He is a CCEA with over 30 years of cost and economic analysis experience including a 30-year AF Reserve career and assignments with MCR, L-3, and SAIC. He is active in ICEAA, having judged technical papers, performed as Track Chair, and presented at previous ICA, SCEA, and ICEAA Conferences. Mr. Sanders has supported Eglin AFB weapons R&D for the past 3 years.
Ms. Santos is a Jr Cost Analyst working towards ICEAA certification with a background in Mechanical Engineering supporting the Army with the development of Advanced Medium Mobile Power Sources (AMMPs) generators and supporting Tactical Quiet Generators (TQG) and Artillery Ammunition Supply Vehicle (FAASV). Since joining Troika Solutions in 2015 she worked on a team that built a Data as a Service (DAAS) Business Case Analysis (BCA) supporting Marine Air Ground Task Force (MAGTF) operations.
Mr. Shea is an ICEAA certified senior cost analyst experienced in building life cycle cost estimates and models supporting the Department of Defense (DoD) Marine Corps and Health Affairs (HA). He worked on a team that developed a Business Case investigating how Additive Manufacturing technologies supports the Marine Corps. Also worked on a team that built a Data as a Service (DAAS) Business Case Analysis (BCA) supporting Marine Air Ground Task Force (MAGTF) operating environment.
Blaze Smallwood CCE/A is a cost analyst in Booz Allen Hamilton’s Cost Analysis / Economics (CAE) group mainly supporting DoD programs in the SPAWAR Enterprise, particularly software-oriented Navy Command and Control and Intelligence programs. Most recently, Mr. Smallwood has been focused on program management-related cost analysis support, such as developing CARD documents, Should Cost analysis/management, and project management and controls analysis for Agile software development projects.
Dr. Christian Smart is the Director of Cost Analytics and Parametric Estimating for the Missile Defense Agency (MDA). Prior to joining MDA, Dr. Smart supported NASA as a contractor. He received an Exceptional Public Service Medal from NASA in 2010 and the Parametrician of the Year from ISPA in 2009. He has won eight best paper awards at ISPA, SCEA, and ICEAA conferences, including five best overall paper awards.
James Smirnoff has over 15 years of experience as a cost analyst for the DoD and other government agencies. He is a Principal Cost Analyst for Integrity Applications Incorporated (IAI) supporting the National Reconnaissance Office. Mr. Smirnoff has also supported the Office of the Director of National Intelligence and served as an Air Force Officer at Aeronautical Systems Center and Space and Missile Systems Center. He has a M.S. in Cost Analysis from AFIT.
Alfred earned a Bachelor Mechanical Engineering degree from the Canadian Royal Military College and a Master of Science with Distinction in naval architecture from the University College, London, England. He spent 21 years in the Canadian Navy and has been with Tecolote since 1995. Since 2000, he has been the General Manager for Tecolote’s Software Products/Services Group. He is a CCEA and was the 2013 ICEAA Frank Freiman lifetime award winner for estimating innovation.
Mrs. Christina Snyder is a CCEA® with 10 years of Department of Defense acquisition cost estimating and program analysis experience. She has supported Navy, Air Force, and Army programs with various aspects of project management, strategic planning, and cost estimating. She is currently leading the efforts on should cost/opportunity management for Naval Aircrew Systems. She holds a B.S. in Applied Computational Mathematics from Virginia Tech.
Mr. Marc J. Stephenson is an analytical consultant at Technomics, Inc. with experience in data collection and validation. His experience at Technomics, Inc. includes supporting the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) Defense Cost and Resource Center (DCARC). Mr. Stephenson’s experience supporting this customer includes implementing the cost and software data reporting (CSDR) requirement, metric analysis, data validation, and direct on-site client support. Mr. Stephenson holds a B.S. in Economics with minors in Statistics and Business from Penn State.
Steve Sterk is a senior cost engineer working within the CFO Office at NASA Armstrong Flight Research Center. He literally develops or reviews several hundred cost estimates per year for the Research Center. He has written and published numerous white papers. He is a Certified Parametric Practitioner (CPP). He is a Life Member of ICEAA. Steve is focusing his efforts in developing a “Parametric X-Plane Cost Model”, based on historical cost data from NASA X-Planes.
Dan Strickland is the Software Subject Matter Expert for the Cost Analytics and Parametric Estimation Directorate of the Missile Defense Agency (MDA). Mr. Strickland graduated from The University of Alabama with Bachelor’s and Master’s degrees in Computer Science. He worked as a government contractor for 13 years, supporting the THAAD, GMD, and Sensors Project Offices of MDA. In 2010, Mr. Strickland became a civil servant and helped establish the MDA Software Acquisition Management office.
F. Gurney Thompson III is a senior cost research analyst at PRICE Systems. In 2014, he led a project enhancing rotorcraft cost models to enable estimation of new rotorcraft concepts and technologies. In 2012-2013, he led a major effort developing data-driven approaches to electronics cost estimation. In 2010-2011, he was the primary architect of solutions for estimating total ownership cost. Gurney graduated with a B.S. in Systems Engineering from the University of Virginia in 2007.
Mr. Thompson has been a part of the cost estimating, analysis, scheduling, and earned value community for 30 years. He is employed by Galorath Federal as Director of Cost and Performance Management. Currently Mr. Thompson is supporting the Integrated Personal and Payroll System – Army (IPPS-A) Program, providing Cost, Schedule, and EVM support and the Program Office focal point for the Integrated Baseline Review.
Mr. Turner’s 21 years of Air Force manufacturing and program management experience is now combined with over 10 years of cost estimation work. Bryn currently supports the SBIRS program at SMC, Los Angeles AFB. He is a SEER for Software instructor, and holds BS/MS degrees in Industrial Engineering.

Mariam has been working for the Air Force Cost Analysis Agency since March 2013. She develops and supports NACA estimates for multiple space programs as well as leads research into DoD outlay and phasing techniques. Mariam was a major component of the Protected Satcom AoA from 2014-2015. She has a B.S. in Business Administration from the University of Southern California and a Master of Cost Estimating and Analysis from the Naval Postgraduate School.
Eric van der Vliet is working in IT for over 25 years with experience in process improvement, solution architecture, technical assurance and software cost engineering. As a board member of Nesma the focus of Eric is on innovation as part of the Nesma 2020 program. In a previous company he was responsible for the set-up of a global Estimation and Metrics Desk and is currently Director of the CGI Estimation Centre with a responsibility for the global estimation evolution program.
As President of Herren Associates, Inc., Jeff Voth is responsible for leading a team of consultants serving the federal government in national security, energy and environment, healthcare, and critical information technology infrastructure. He was a 2012 Senior Executive Fellow at Harvard University’s John F. Kennedy School of Government, holds MS degrees from Georgetown University and ESADE Business and Law School (Spain), and has a BS from The University of Massachusetts Amherst.
Dr. Corinne Wallshein is the Technical Advisor for the Information Technology (IT) Estimating Division and reports to the Division Director responsible to the Deputy Assistant Secretary of the Navy (Cost & Economics) to develop and defend independent cost estimates for major Department of Navy acquisition programs. She conducts research under the auspices of the Naval Center for Cost Analysis Technical Director with the Cost Research and Tools Division.
Mr. Webb brings over 30 years of experience in parametric cost analysis related to NASA, DOD and commercial space transportation systems, including such programs as NASA’s Shuttle, Constellation/Ares, and Space Launch System. He was significantly involved with the development of the VentureStar reusable launch vehicle and Atlas I, II, III, and V launch systems business plans. He has received multiple NASA awards for life cycle cost and economic analyses and cost modeling of space systems.
Alex Wekluk is an ICEAA Certified Cost Estimator/Analyst at Quaternion Consulting, Inc. supporting ODNI. He has a decade of experience performing cost, risk, and technical analyses for the DoD and the IC. He holds a USPTO patent for Marine Corps design work and earned the IC Meritorious Unit Citation for exemplary performance identifying cost-reduction measures. He holds a BS in Mechanical Engineering from Virginia Tech and a MA in Economics from George Mason University.
Peter Weltman is Senior Director, Costing and Program Analysis. Peter has over 25 years of experience in business management and investment analysis. He is the President of the Canadian Chapter of the International Association of Cost Estimating and Analysis (ICEEA).
Bill Williamson is the PRICE Systems LLC Senior Solutions Architect for Army accounts. In this role, he is responsible for ensuring that all Army customers have access to the cost estimating subject matter expertise necessary to be successful. Bill is a US Naval Academy graduate and Marine Corps Veteran. He has spent 30 years in industry as a Production Supervisor, Manufacturing Engineer, Affordability Manager, and Cost Estimator/Analyst for Texas Instruments, Raytheon, Lockheed, and PRICE Systems.
Amanda Wilson works at the Air Force Cost Analysis Agency at SMC, Los Angeles. Her responsibilities include leading Non Advocate Cost Assessments for the POM and Cost Working Group Lead for Remote Sensing. Prior to Cost Estimating, she worked on national programs and power systems for military communication satellites at Boeing Satellite Systems. Ms. Wilson earned her B.S. in Mechanical Engineering, with concentration in manufacturing, at Rensselaer Polytechnic Institute, New York.
Josh Wilson has 10 years of cost estimating experience, primarily supporting program offices of various size within the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I) at the United States Navy (USN) Space and Naval Warfare Systems Command (SPAWAR). Josh is a Certified Cost Estimator/Analyst with BS degrees from the Georgia Institute of Technology in both Discrete Mathematics and Industrial Engineering.
Mr. Winstead has over seven years of Cost Analysis and has extensive experience evaluating the costs of complex proposals for realism and supporting negotiations to ensure fair pricing. He is currently a Lead Associate at Herren Assocaites supporting the NATO SeaSparrow Project Office. He earned a Bachelor’s degree in Industrial and Systems Engineering from Virginia Tech, received the CCEA distinction in March 2013, and has presented at the ICEAA National Conference in both 2011 and 2012.
Melissa has been a Solutions Architect with PRICE Systems for 4 years, where she acts as the Primary Solutions Architect for the Western US. She has supported PRICE users in the US and the UK, including Defense and Commercial Contractors, as well as Government Estimating groups by providing Training and mentoring, and also contributed to the development of various training programs. Before PRICE, she was a Cost Engineer with Raytheon and also Northrop Grumman Space Technology.
Brennen Woodruff is a cost analyst for Integrity Applications Incorporated (IAI). Working as an Intern for IAI in the summer of 2015, he developed the Space Situational Awareness (SSA) Cost Model. He is a 2016 graduate of Virginia Tech with a B.S. in Statistics.
Ranae P. Woods, a Senior Level executive, is the Technical Director for Cost and Economic Analysis Research, Air Force Cost Analysis Agency, Deputy Assistant Secretary for Cost and Economics, Office of the Assistant Secretary of the Air Force for Financial Management and Comptroller, Washington, D.C. Mrs. Woods began her career as a cost analyst and industrial engineer in the Navy Cost Analysis Intern Program for the Naval Center for Cost Analysis where she supported the development of cost estimates for a wide variety of Navy weapon systems. Since 1993, she has held a wide variety of cost analysis positions within the Air Force as well as a career broadening position within the Office of the Deputy Chief of Staff, Strategic Plans and Programs.
Woodward is CEO of Cloud Perspectives, accelerating secured, value-focused, governed cloud and advanced ICT solutions. He co-leads the NIST (National Institute of Standards for Technology under the US Department of Commerce) Cloud Carrier and Cloud Auditor Sub-Groups within the Cloud Computing Reference Architecture. He has been contributing and building cloud standards for: Definitions, Reference Architectures, Security, SLAs, Privacy, Metrics, Carrier, Audit, Broker and Interoperability.
Dr. Rob Wright is director of Engineering Operations for Raytheon Space and Airborne Systems. Wright holds a bachelor’s and a master’s degree in
physics from University of California Los Angeles, where he also earned a doctorate in solid state physics.
Qing Qing Wu is a cost analyst for the Cost Effectiveness Branch at the Naval Surface Warfare Center Carderock Division. She supports the Naval Sea Systems Command 05C Cost Engineering & Industrial Analysis Division in their Weapon Systems Division. She has a Bachelor’s degree in Mathematics from the Macaulay Honors College at The City College of New York.
Lavanya Yeleswarapu is a Cost Analyst with strong experience in program management and cost modeling. Among other activities, she is supporting the creation of independent government cost estimates (IGCEs) and has led large-scale programs in startup organizations. Ms. Yeleswarapu’s recent cost analysis experience has been in support of the Walter Reed Army Institute of Research (WRAIR) and United States Department of Housing and Urban Development (HUD).
