Mr. Anderson’s academic background includes a BA in Economics & Mathematics from Augsburg College and MS in Industrial and Systems Engineering from the University of Minnesota – Twin Cities.

Henry Apgar is an ICEAA lifetime member and Certified Cost Estimator/Analyst (CCEA®). He was co-founder of ISPA and has earned its Lifetime Achievement Award. Hank is a Cost Analyst for MCR where he develops parametric cost estimating models and prepares independent cost estimates for international clients. He has a BS degree in electrical engineering and an MBA. He authored the Cost Estimating Chapter for the Space Mission Analysis and Design (SMAD) Handbook (3rd edition) and its successor handbook, Space Mission Engineering. Hank is an Associate Fellow of the AIAA.

Mr. Bayer received the Leadership/Management Award for the Washington ICEAA Chapter in 2017 and has a BSBA in Finance from the University of Florida and an MBA from the University of Texas at Austin.

Sophie Behrend is a cost analyst working for Centauri, and is a member of the GEOINT team for the NRO CAAG. Prior to this, Sophie was an undergraduate student at Virginia Polytechnic and State University where she studied Mechanical Engineering and Computer Science.

Jack Bianchi is a Senior Analyst at the Center for Strategic and Budgetary Assessments, where he focuses on Asia strategy and U.S.-China competition. Mr. Bianchi was previously a Research Analyst at Defense Group Inc. where he performed bilingual (Chinese and English) open source research and analysis for U.S. government clients on Chinese cybersecurity issues and China’s defense-related science and technology development. Mr. Bianchi has working proficiency in Mandarin Chinese.

In his tenure at Booz Allen, Ryan has been focused on program management-related cost analysis support, particularly developing progress metrics analyses for Agile software development projects.

Dr. Boehm is an American software engineer, TRW Emeritus Professor of Software Engineering at the Computer Science Department of the University of Southern California, and known for his many contributions to software engineering. Barry Boehm received his B.A. degree from Harvard in 1957 and his M.S. and Ph.D. degrees from UCLA in 1961 and 1964, all in Mathematics. He also received an honorary Sc.D. in Computer Science from the U. of Massachusetts in 2000.

Daniel Bowers has fifteen years of experience working as a Cost Analyst and is currently a Lead Cost Analyst at the Naval Surface Warfare Center Dahlgren Division (NSWCDD). He has supported Marine Corps projects for the last ten years. Mr. Bowers is DAWIA level III Cost Estimating Certified and received his Master’s in Mathematics from George Mason University and his Bachelors in Mathematics from the University of Mary Washington.

Andy is a Systems and Cost Engineer at the German Aerospace Center (DLR) Concurrent Engineering Facility and Space System Analysis department. He holds degrees in Aerospace Engineering and Space Systems Engineering. Since 2007, Andy is working on early phase mission design. He worked in project management roles, as engineer and the last two years mainly as cost estimator, often within a concurrent engineering environment. He is furthermore interested in human factors and engineering processes.

Dr. Jonathan Brown has ten years of experience as a professional cost estimator. During that time he has developed estimates for various systems, including large software intensive systems, and is actively involved in cost estimating research. He is currently a Senior Engineer and Cost Advisor at Naval Surface Warfare Center Dahlgren Division. Dr. Brown is DAWIA level III Cost Estimating Certified, ICEAA CCEA® certified and received a PhD in Mathematics from North Carolina State University.

Paul Brown is a senior analyst with Systecon North America. In his current role, Paul provides life cycle logistics and sustainment support within the DoD, analyzing the trade-offs between system costs and readiness. His prior experience in the defense industry has included a wide-range of cost estimating and analysis and workforce analysis supporting various members of the Intelligence Community, as well as the Army, Navy, Marine Corps, and select civilian agencies.

Caitlin Burke is the lead cost estimator for the Command and Control Common Platform, Det-12, Hanscom AFB, Massachusetts. She has been with the Air Force since April of 2019, prior to which she was a Professor of Mathematics at the University of Massachusetts Lowell. Caitlin holds both a BA and a MS in the field, with a concentration on Applied and Computational Mathematics. She is a member of the Pi Mu Epsilon Honors Society.

Justin L. Cerrato is an Operations Research Analyst for the Air Force Life Cycle Management Center (AFLCMC), Wright Patterson Air Force Base (WPAFB). He is responsible for building Program Office Estimates (POE), Cost Estimate Reviews (CER), and many other Cost related duties for the T-7 program. He earned his Bachelors of Science degree in Biochemistry in 2012 from University of Cincinnati, and an MBA in 2016 from Wright State University.

Dr. Brad Clark is Vice-President of Software Metrics Inc. – a Virginia based consulting company. His area of expertise is in software cost and schedule data collection, analysis and parametric modeling. Dr. Clark received a Ph.D. in Computer Science in 1997 from the University of Southern California. He co-authored a book with Barry Boehm and others on “Software Cost Estimation with COCOMO II.” Brad is a former US Navy A-6 Intruder pilot.

She has led the Technical, Management, and Cost Evaluation (TMC) for the NASA Science Mission Directorate (SMD) Phase A Studies for New Frontiers, Discovery, and Explorer Space Mission Programs. A primary function of her office is the assessment of program risk.

Carol Dekkers is founder and CEO of Quality Plus Technologies, Inc. and a senior consultant with the HeartOfAgile.com. She has over 25 years of experience leading initiatives for companies who want to succeed with software measurement. She is an author (The IT Measurement Compendium: Estimating and Benchmarking Success with Functional Size Measurement; Program Management Toolkit for Software and Systems Development; Practical Project Estimation; and many articles in industry journals,) an international expert (she has been the functional size measurement expert for the US delegation to ISO standards since 1994,) a leader (she is a past president of the International Function Point Users Group and a Director of Communication and Marketing), and a speaker (audiences in over 35 countries.) Carol is a PMP, CFPS (Fellow), P.Eng., and a Certified Scrum Master. She earned a BSc in Mechanical Engineering from the University of Calgary (Canada) and is currently working with the ICEAA curriculum committee on the Software CEBOK.

Stephanie DelPozzo is an Economic Analyst at SpaceWorks Enterprises where she focuses on parametric cost estimating, economic modeling, and market strategy for innovative space technologies. During her time at SpaceWorks, Ms. DelPozzo has supported projects ranging from the development of an early-stage additive manufacturing cost model, to creating market simulations for the nascent satellite servicing sector. She graduated Magna Cum Laude from Florida State University with degrees in Economics and Political Science.

Sheila has been a Certified Function Point Specialist for 20 years and is a recognized expert and educator in the functional size measurement arena. After retiring from DOD, she worked for Gartner Group and then became the Vice President and Director of Sizing Practices for DCG Software Value (David Consulting Group). She has extensive experience in estimation modeling, cost analysis, benchmarking and business case analysis in both the commercial and government space.

Mr. Donchez graduated from Virginia Tech in May 2018 with a Bachelor’s of Science in Industrial and Systems Engineering and began his career as a Cost Analyst at Herren Associates. The cost tool team and Mr. Donchez developed cost-estimating relationships for integration into a “what-if” analysis tool to support long-range planning for our OPNAV customers. Mr. Donchez has supported the development of an O&S cost estimate and business case analysis (BCA) for the FFG(X). Mr. Donchez holds a PCEA® certification.

After obtaining his Bachelor’s of Science in Industrial and Systems Engineering from Virginia Tech in May 2019, Mr. Donner began his professional career at Herren Associates as a Cost Analyst the following June. Mr. Donner has been supporting the Naval Center for Cost Analysis where he plays an integral role in improving functionality of the RTCost tool through GUI enhancements, error proofing of the model, and developing learning and rate curve CERs for procurement appropriations.

He also serves as Chairman of the IFPUG Functional Software Sizing Committee (FSSC). He’s authored numerous white papers/presentations on software metrics, Agile, and estimation.

Jeremy Goucher has over 15 years of professional cost estimating, financial planning, and leadership experience. He is currently supporting the Naval Air Systems Command Cost Estimating Division. In previous roles, Mr. Goucher has supported the Naval Sea Systems Command, Missile Defense Agency, and US Air Force Space and Missile Command. Mr. Goucher received both his bachelor’s and master’s degrees in economics from the University of Maryland and Syracuse University, respectively. Mr. Goucher is CCEA® and PMP certified.

Marc works for NASA’s Strategic Investment Division as a science mission portfolio analyst. He also performs assessments, develops estimating models, advises projects on estimating methods, and provides decision-support to NASA leadership. Prior to FY13, Marc worked in cost analysis for DHS, NCCA, DAU and NAVSEA. He has a BS in Materials Engineering and an MS in Engineering Management. He is professionally certified as a Cost Estimator/Analyst and Level III certified in Business – Cost Estimating.

Paul Hardin’s principal experience is methodology design and model development, including application of non-linear optimization techniques. Marc Hayhurst is a Project Engineer in the Civil Systems Group at The Aerospace Corporation. Nicole Robertson is a cost analyst with Tecolote Research. Ms. Robertson started her career as a microbiologist for the Naval Surface Warfare Center Dahlgren Division, before transitioning to the cost analysis career field three years ago. She has extensive experience with complex weapon and sensor systems, Analysis of Alternatives, and software development efforts. Dr. Wang is currently the Senior Program Lead of a new space program. He was the System Director of Program & Technical Management at The Aerospace Corporation and served as SMC Program Management Assistance Group Technical Director. Prior to Aerospace, he worked as an engineering manager for various space programs at Northrop Grumman. His technical expertise includes artificial intelligence, signal processing, and communications. Dr. Wang received his BSEE and MSEE from Caltech; and his Ph.D. in EECS from MIT.

Brian Wells is the ICER-P government lead along with overseeing methods development and cost estimates for the NRO Cost and Acquisition Assessment Group (CAAG). Brian has ~15 years experience leading cost research, affordability, and estimating at the NRO, Office of the Director of National Intelligence (ODNI), and the Defense Intelligence Agency (DIA). Previously, Brian supported the USAF Distributed Common Ground System (DCGS), managed DIA programs, and performed technical analyses of Navy weapon systems.

In addition to his professional work, Caleb is also a Future Space Leaders Fellow and an advisor to the Symposium on Space Innovations at the Georgia Institute of Technology.
