Colleen Adamson is a senior cost estimator with the Office of the Director of National Intelligence. She has over 25 years of cost estimating experience. Prior to joining the ODNI, she was a cost estimator at the Naval Center for Cost Analysis (NCCA) and at the Central Intelligence Agency (CIA) CAIG. She holds a BS in Applied Mathematics from Union College and a MS in Operations Research from the College of William & Mary.

Mr. Akbik is a Certified Cost Estimator/Analyst (CCEA), a PMI-Agile Certified Practitioner (PMI-ACP), and holds degrees in economics and finance.

Timothy Anderson is Director of the Integrated Cost and Schedule Analysis Department at The Aerospace Corporation, and a professional cost analyst with over 21 years’ experience, primarily in Department of Defense (DoD) weapon systems and national security space acquisition. He has also served as the Aerospace Director of NASA Program Assessments, managing programmatic assessments for NASA Science Mission Directorate projects. Tim is a frequent presenter of topics related to cost estimating and cost uncertainty analysis.

He is an Air Force veteran, a research scientist in Navy underwater acoustics, and experienced in software development. He has provided cost estimation for the Air Force Cost Analysis Agency, the Internal Revenue Service, OSD/Health Affairs, Federal Bureau of Investigation, Missile Defense Agency, Federal Aviation Administration, Department of Agriculture, and US Navy. Bill is an avid soccer player, has a MS in Technology Management from University of Maryland University College, a BS in Mathematics from Old Dominion University, and is CCEA certified.

Joe Bauer is a Solutions Consultant with PRICE Systems. Joe joined PRICE after twenty years of service in the US Air Force. He earned a Master of Science degree in Cost Analysis in 2009 from the Air Force Institute of Technology and an MBA in 2005. Joe is a Certified Cost Estimator / Analyst (CCEA) with ICEAA.

Walter Bednarski is an ICEAA CCE/A at Booz Allen Hamilton. He has twenty years of experience developing LCCEs and conducting cost and data analyses for SPAWAR and other Navy and DoD organizations. At NCCA he was the Navy VAMOSC Program Manager, the DoN operations and support cost database. He has a BS in Mathematics from San Diego State University and a MS in Operations Research from the Naval Postgraduate School.

Ms. Biddle is involved in LM Corporate Cost Modeling Working Group and provides support and leadership to Business areas across LM. She is currently involved in numerous MFC programs providing Affordability SME support for program success.

Brig has a B.S. in Computer Engineering & an M.E. in Systems Engineering from the University of Florida. He obtained his Ph.D. in Industrial Engineering & Management Systems from the University of Central Florida with a research focus on the defense acquisition process.

After graduating from the University of California at Davis in 1983, Mr. Bloom developed technology and innovation for the Naval Weapons Center, Lockheed Martin, Lawrence Livermore National Labs and since 2008, has worked for Raytheon Space and Airborne Systems (SAS) where he is an Operations Manager. Mr. Bloom is also the Cost Estimation Subject Matter Expert (SME) for the Hardware Engineering Center (HWEC) of SAS. He has developed parametric models for all Electronics products developed by HWEC.

Dr. Barry Boehm is the TRW Professor in the USC Computer Sciences, Industrial and Systems Engineering, and Astronautics Departments. He is also the Director of Research of the DoD-Stevens-USC Systems Engineering Research Center, and the founding Director of the USC Center for Systems and Software Engineering. He was director of DARPA-ISTO 1989-92, at TRW 1973-89, at Rand Corporation 1959-73, and at General Dynamics 1955-59. His contributions include the COCOMO family of cost models and the Spiral family of process models. He is a Fellow of the primary professional societies in computing (ACM)

He has also supported the Air Force Cost Analysis Agency, Naval Center for Cost Analysis, and Office of the Deputy Assistant Secretary of the Army – Cost and Economics on data collection and cost research efforts, and Defense Acquisition University on curriculum development. Peter has been recognized by ICEAA for Service to Society (2013) and Education (2007).

Dr. Jonathan Brown has ten years of experience as a professional cost estimator. During that time he has developed estimates for systems including submarines, USMC equipment, and Navy combat systems and is actively involved in cost estimating research. He is currently a Staff Cost Analyst at Naval Surface Warfare Center Dahlgren Division. Dr. Brown is DAWIA level III Cost Estimating Certified, ICEAA CCE/A certified and received a PhD in Mathematics from North Carolina State University.

Nichols Brown is an Engineering Specialist in the System of Systems Engineering Office at The Aerospace Corporation, and a professional aerospace engineer and cost analyst with over 17 years’ experience. He is co-developer of Aerospace’s Small Satellite and Concept Design Center cost models. He has led cost, schedule, and programmatic risk assessments for NASA programs ranging from Small Explorer missions to large joint-agency and flagship programs on behalf of NASA Headquarters’ Science Mission Directorate.

Dr. Brad Clark is Vice-President of Software Metrics Inc. His area of expertise is software cost and schedule data collection, analysis and parametric modeling. He co-authored a book with Barry Boehm and others on “Software Cost Estimation with COCOMO II” and with Ray Madachy on “Software Cost Estimation Metrics Manual for Defense Systems”. Dr. Clark received a Ph.D. in Computer Science in from the University of Southern California.

Rick Collins is Technical Director and former CEO of Technomics, Inc. He has more than 37 years cost analysis experience, including 26 years in the private sector at SAIC and Technomics and 11 years in the government at the Naval Center for Cost Analysis (NCCA). He was awarded the 2017 ICEAA National Estimator/Analyst of the Year Award for Contributions in Management. He rode his Specialized Sequoia across the U.S. in the summer of 2017.

Kathryn Connor is a policy researcher at the RAND Corporation. She has worked in the RAND Arroyo Center, the RAND National Defense Research Institute, Homeland Security Operational Analysis Center and RAND Health on topics ranging from logistics to personnel readiness. Her research has included the development of cost models for analyzing cost effectiveness, informing cost policy, improving property accountability metrics, assessing operations and sustainment of weapon systems, estimating technology development costs, and understanding the cost implications of applying robotics.

Mr. Coonce joined the Institute for Defense Analyses (IDA) in 2011 as an Adjunct Research Staff Member. He performs cost and schedule research for a variety of DoD and Homeland Security clients. Prior to joining IDA, Mr. Coonce led NASA’s Cost Analysis Division, served as a cost/schedule analyst for OSD’s CAIG, The MITRE Corporation, Management Consulting and Research, and the U.S. Government Accountability Office (GAO).

Mr. Dechoretz currently is a member of the ICEAA Board of Directors as the non-aligned Director and supports BoD through inter-organization outreach. Mr. DeLorenzo has primarily supported the FAA, but has also supported DoD, DAU, MWAA, GSA, MDA, NASA, and the State Department.

Nick DeTore has been an analyst at Tecolote Research since 2009. His primary roles in the Software Product and Services Group are developing and teaching cost/schedule analysis methods. He also performs Joint Confidence Level Analysis (JCL) analysis for NASA. Using his background in mathematics, he researches new algorithms, designs charting tools to analyze cost/schedule data, writes training material and teaches classes on integrated cost and schedule risk and uncertainty.

James is a technical advisor and is responsible for software and electronics estimating for major Army programs. He has also been an instrumental part of the Army software maintenance data collection initiative for the last 3 years.

Maggie Dozier is a Senior Associate at Technomics, Inc. Maggie has a B.S. in Industrial Engineering and a minor in Statistics from Virginia Tech. She bikes to work and she bikes for fun on the trails in Northern Virginia.

Mr. Eden has been with Booz Allen Hamilton for 11 years and provides support primarily as a technical project manager for Department of Defense (DoD) clients. He has over 18 years of experience performing feasibility studies, intelligence analysis, design, implementation, maintenance, and reporting of engineering and economic projects. He is a graduate of Virginia Tech, is a certified Project Management Professional (PMP), an ICAgile Certified Professional (ICP), and a certified Scrum master.


Howard Eichenbaum

Mr. Eichenbaum has over twenty-five years of investment analysis, operations research and project management experience. He has developed numerous cost-benefit analysis and life cycle cost estimates for the Federal Aviation Administration (FAA). Mr. Eichenbaum has lead efforts to identify and quantify program costs and benefits for stakeholders and determine the risk impacts on costs and benefits. Mr. Eichenbaum earned a BS in Chemical Engineering from the University of Rochester and an MBA from Northeastern University.

Sandi Enser has supported DoD in a variety of cost estimating and systems engineering roles. She has been a senior analyst at Technomics, Inc., for eight years. She is responsible for implementing and monitoring contractor sustainment reporting for all DoD services. She holds an MBA from George Mason University and a BA in Economics from Smith College.

My career has been blessed with amazing projects and people. I’ve worked at NASA and Raytheon, and have been part of Orbital ATK for nine years (currently manager of the Program Material Control group). I’m also a full time professor and have taught for eight years at a local university whose focus is robotics, entrepreneurship, and programming. I have a Masters of Engineering from Columbia University and an MBA from the University of Arizona.

Ms. Staley served five years in the US Army as an Intelligence Analyst and has a Master’s in Applied Economics from Georgetown University.

Robert achieved an MS in Systems Management and significant doctoral progress in reliability and quality management. Robert is a Fellow of the American Society for Quality and senior member of the IEEE. Robert holds five ASQ certifications and is a Motorola-certified Six Sigma Master Black Belt.

Dr. Tate was also Senior OR Analyst (Telecom) at Decision-Science Applications and Assistant Professor of Industrial Engineering at the University of Pittsburgh. Ben is a senior cost and schedule engineer at the Naval Surface Warfare Center Dahlgren Division. As a retired USAF officer and civil servant, Ben has more than 34 years of experience in disciplines that span cost and schedule engineering, medicine, construction, flight and weapons range operations, Joint operations planning, financial auditing and investigations, human resources and integrated systems development. In the USAF, he has contributed to Joint, Coalition, State and Federal policy and to Base Realignment and Closure (BRAC). Since joining the Dahlgren team, Ben has supported the Navy’s AEGIS, SSDS, Railgun/HVP and LCS programs. Academic achievements: MS, BS, AS, AA, DAU CE Level II, ASMC CDFM and a graduate of the USAF Cost Analysis Officer course.

Prior to joining RAND Vasseur completed a PhD in sociology from Indiana University.
