The International Cost Estimating and Analysis Association is a nonprofit organization that strives to promote and to enhance the profession of cost estimating and analysis with the primary goal of fostering the professional growth of our members in cost estimating, cost analysis, and allied fields. ICEAA is represented locally by more than 20 chapters nationwide and international affiliates in Australia, Japan and the United Kingdom.

To qualify for the student or active military rate, email iceaa@iceaaonline.org with a copy of a transcript indicating enrollment as a full-time student in an accredited college or university, or a PDF of an email from a commanding officer, supervisor, or manager verifying current active military status.

The ICEAA bylaws grant members a 120-day grace period from their expiration date before member benefits are terminated.  The new expiration date for members renewing within the grace period will be one year from the original expiration date.  For example, if your expiration date is July 4, 2022 and you renew on September 1, 2022 your expiration date will be July 3, 2023. Membership renewals purchased after the grace period and consequent lapse of service will be treated as new members; if your expiration date was March 4, 2022 and you renew on September 2, 2022, your new expiration date will be September 1, 2023.

Emeritus and Fellow Memberships

The ICEAA Bylaws outline the qualifications and nominations for past and present ICEAA members to receive emeritus and fellow membership status. Emeritus membership may be granted in recognition of individuals who have significantly contributed to the Association but have retired from active business or have become incapacitated, while a Fellow is an individual who has been approved by the Board of Director to represent himself or herself as a Fellow in a field of specialty. Admission to Fellow status shall be by approval of the Board of Directors upon verification of qualifications by the Secretary. The admission by itself shall not grant the individual any membership privileges.

ICEAA Emeritus Members:

Leroy (Lee) Baseman served as the first Executive Director of SCEA, Deputy Assistant Secretary of the Air Force, Cost and Economics, and first Director of the Air Force Center for Cost Analysis. ICEAA Member from 1991 to Lifetime (28+ years). Approved by the ICEAA Board of Directors May 2019.

Dick Coleman served as Director of Cost/Pricing for Northrop Grumman’s IT Sector and on the SCEA Board of Directors in a variety of positions.  A prolific author of conference papers and the mentor of multiple generations of cost estimators, Dick won the SCEA Lifetime Achievement Award, and has been a member of SCEA and later ICEAA Member 1991 to 2015 (24 years). Approved by the ICEAA Board of Directors May 2019.

Michael L. Fuller utilized his management position at the Lockheed Martin Missiles and Fire Control business area to encourage and support individuals to participate in ICEAA activities, serve as chapter officers, pursue certification, attend and provide presentations at workshops and chapter events. A critical player in the growth of the Lone Star Chapter, he shared with the chapter his personal experience working in both commercial and U.S. Government financial environments during the transition from the use of 13 column pads and 10 key calculators to laptop computers. Michael achieved his CCEA certification and wrote many financial and training modules for Lockheed Martin Corporation as well as the Missiles & Fire Control Division. Approved by the ICEAA Board of Directors May 2020.

Dale Shermon has been an active and invaluable member of ICEAA since its inception and before. He was the recipient of the 2009 ISPA (one of ICEAA’s parent organizations) Frank Freiman Lifetime Achievement Award, has spoken at dozens of conferences, including more than 15 presentations at ICEAA Workshops, and published multiple books. Dale served on the ICEAA International Board of Directors as the UK/EU Region Director from 2019-2023 and is a QinetiQ Fellow he is recognized as a domain leader in his chosen field. He has worked in the Aerospace and Defence environment both in industry and government for more than 35 years, and has detailed knowledge and experience in cost estimating, forecasting and risk analysis with broad skills of project and programme management disciplines. We are delighted to grant Emeritus membership status to Dale Shermon for his inspiration, passion, and dedication to the field. Approved by the ICEAA Board of Directors November 2023.

Joe Wagner served on the ICEAA and SCEA Board of Directors in a variety of positions, including Treasurer and the Editor of ICEAA World magazine.  A volunteer supporter of multiple workshops and longtime staff of ICEAA’s International Business Office, Joe won ICEAA’s 2018 Association Service Award for his contributions from1991 to present (28 years). Approved by the ICEAA Board of Directors May 2019.

    A Fellow is an individual who has been approved by the Board of Director to represent himself or herself as a Fellow in a field of specialty. Admission to Fellow status shall be by approval of the Board of Directors upon verification of qualifications by the Secretary. The admission by itself shall not grant the individual any membership privileges.

    The nominated individual must be sponsored by five (5) members in good standing, each of whom shall submit a letter to the Secretary documenting activity for the good of the cost community including but not limited to teaching, mentoring, research, or publications.
  • Emeritus Status

    Emeritus membership may be granted in recognition of individuals who have significantly contributed to the Association but have retired from active business or have become incapacitated.

    Emeritus membership may be awarded by a 2/3 vote of the Board of Directors on its own initiative or upon petition by five (5) Members to the Secretary and then approved by a 2/3 vote of the Board of Directors.
  • Submit a letter of sponsorship that documents the nominee's activity for the good of the cost community including but not limited to teaching, mentoring, research, or publications.
