In addition, Mr. Anderson is a member of the faculty of the Naval Postgraduate School, teaching courses in cost analysis and operations research. Henry (Hank) Apgar is a retired cost engineer. He has worked for MCR and The Aerospace Corporation. He has more than 50 years’ experience developing parametric models and statistically-based parametric cost estimates. Hank is a lifetime ICEAA member and a Certified Cost Estimator/Analyst (CCEA), with a degree in electrical engineering and an MBA. He authored the Cost Estimating Chapter for the Space Mission Engineering Handbook. He is co-founder and past president of ISPA and recipient of their lifetime achievement Freiman Award.

He has 35 years’ experience in the military aircraft industry, including 32 years as a cost estimator. He has worked on the F-16 program and has been most recently the lead Production Operations cost estimator for the F-35 program. Solving for Project Risk Management: Understanding the Critical Role of Uncertainty in Project Management is his first book. Dr. Smart is a Certified Cost Estimator/Analyst, the 2009 recipient of the ISPA Parametrician of the Year Award, the 2021 Frank Frieman Lifetime Acheivement Award, and has presented at numerous ISPA, SCEA, and ICEAA conferences.
