SUMMARY:ICEAA New England Chapter Virtual Luncheon
DESCRIPTION:RSVP Here: https://www.iceaaonline.com/chapters/newengland/ \nUntangling the Knot: Recommending Refactorings\nJames Ivers\, Carnegie Mellon University \nSoftware-reliant systems need to evolve over time to meet new requirements and take advantage of new technology. However\, all too often the structure of legacy software becomes too complicated to allow such improvements to be made quickly and cost effectively. A common manifestation of this problem is difficulty in isolating a collection of functionality so that it can be used in a new context or cleanly replaced by an improved version.  Software can be refactored to facilitate such changes\, but this is typically a labor-intensive effort that can take tens of thousands of staff hours. \nThe goal of the Untangling the Knot project is to use AI techniques to create software engineering automation – specifically\, to automatically recommend a set of refactorings that isolates functionality from its tangle of dependencies with the rest of the system.  In doing so\, we aim to significantly reduce the time required for this kind of architecture refactoring.  Our solution combines advances in search-based software engineering with static code analysis and refactoring knowledge. \n  \nAttending this virtual event earns 0.1 points towards CCEA recertification.

SUMMARY:ICEAA Board of Directors Meeting
DESCRIPTION:ICEAA Bylaws Article III-Section L: \nAny member in good standing may request to attend a Board meeting as an observer by submitting a request in writing to the Secretary at least five days prior to the meeting that includes a short statement of the purpose of the request. \na) These observing members may not raise motions\, participate in discussion\, or otherwise address the board unless recognized by the President.\nb) Requests to observe will be reviewed and approved by a majority vote of the Executive Committee. \nEmail ICEAA to request to observe the May 15\, 2020 meeting.

SUMMARY:Analytical Methods & Strategies Category Winner Presentation
DESCRIPTION:Each webinar attended earns 0.1 points towards CCEA recertification. \n  \nIn Search of the Production Steady State: Mission Impossible?\nPatrick McCarthy\nWebinar Presentation: Wednesday May 20\, 2020 at 12:00pm EST RSVP Online \nLearning Curves are a vital tool for cost estimators when predicting the number of direct labor hours required for a production run. One challenge of utilizing learning curves is predicting when no additional improvement can be expected\, otherwise known as the steady state of the production run. This paper addresses different variables to consider when analyzing data to determine when improvement is likely to cease and the steady state of the production run will commence.

SUMMARY:SoCal Webinar
DESCRIPTION:The ICEAA Southern California Chapter will be holding a webinar co-hosted by a project team from RAND Corporation on May 21. \nFor those of you who missed the earlier webinar on this topic (or those who would like an opportunity to revisit the topic)\, this webinar discusses how the wisdom of crowds can be useful in cost estimating–and then introduces a RAND Hypersonic Cost Study that draws on such input from webinar participants. Please note that you have to register for the webinar. The event is open to all (including non-ICEAA members) and is free of charge. \nWisdom of the Crowds: How Input from a Large Group can Inform Hypersonic Cost Estimating    \nTime: May 21\, 11:00am-12:30pm PST \nAbstract: In this virtual workshop\, we will discuss a statistical phenomenon called “the Wisdom of Crowds”-and some conditions under which groups make better estimates than individuals.  We will then draw on the wisdom of ICEAA members to inform hypersonic weapon system cost estimating. Following a brief introduction to hypersonic weapon systems\, we will ask workshop participants a set of questions about the primary cost drivers and cost uncertainty of such systems.  Results will be posted at the ICEAA website and will be used in a RAND study on hypersonic cost estimating.  Note: You do not need to be familiar with hypersonic weapon systems\, missile systems\, or space systems to participate in this activity.  All input is welcome. \nRSVP: https://register.gotowebinar.com/register/4388199691823900687

SUMMARY:Data Management & Machine Learning Category Winner Presentation
DESCRIPTION:Each webinar attended earns 0.1 points towards CCEA recertification. \n  \nLeveraging the Wisdom of Crowds in Estimating Army SW Sustainment\nChristian Smart\nKimberly Roye\nCheryl Jones\nJames Doswell\nPaul Janusz\nBrad Clark \nWebinar Presentation: Wednesday May 27\, 2020 at 12:00pm EST RSVP Online \nThe use of modern regression and machine learning techniques can improve predictive accuracy compared to traditional log-transformed ordinary least squares\, as well as resolving issues with bias and transformation. The combination of multiple models in an ensemble and cross-validation can further increase accuracy. These techniques are discussed in detail and are applied to an extensive set of software sustainment data for 192 Army systems. Results include models based on release type\, software changes\, and categories.
