Less well understood is the relationship among costs\, features\, and the Quantity produced for any given project. Specifically\, the Value of various product features is seldom compared to their costs\, as these are constrained by demand and learning curves\, both of which can change. This paper offers a solution that; it first captures and then reduces these terms. Financial CATscans take representative 2D Demand Planes (with Quantity and Price as dimensions) and discover Demand Frontiers. That Frontier sets the Price-Quantity limits. If we pick a target Quantity\, we set a limiting Price. A Price limit\, in turn\, reveals an adjacent 3D Value Space (with Feature 1\, Feature 2\, and Price as dimensions). Financial CATscans reveal how to reduce the resulting 4D systems to a single term that sets product specifications. \nSpeaker:\nDoug Howarth\, a Keynote for Chartwell Speakers\, discovered Hypernomics\, a field that studies markets in 4+ dimensions. He’s published 16 papers and won 5 awards from the International Cost Estimating and Analysis Association (ICEAA)\, including the Best Paper Overall award. SUMMARY:2026 Cost Challenge Winners: Team Boeing
DESCRIPTION:ICEAA hosted our 4th Cost Challenge at our 2026 Professional Development & Training Workshop in Norfolk\, Virginia\, a historic waterfront city shaped by naval logistics\, shipbuilding\, and America’s earliest colonial roots\, not far from the first permanent English settlement in North America: Jamestown. Four hundred and nineteen years later\, the world’s imagination is captured by settling a new frontier: Mars. What would it take to plan\, deliver\, operate\, and grow a permanent settlement in an extreme environment with long supply lines\, limited rescue options\, and major uncertainty? \nOur teams of junior cost estimators (all of whom had 3 or fewer years of experience) presented their estimates for the cost of establishing and sustaining New Jamestown\, the first human settlement on Mars starting in 2050\, including transportation\, infrastructure\, life support\, operations\, R&D/technology\, and future expansion capability. We encouraged the teams to think of the ways New Jamestown would mirror original Jamestown\, particularly when it comes to building a new settlement from scratch while isolated in a hostile environment\, and how they would evolve a starter outpost to a robust base with around 400 inhabitants over ten years. \nJoin us to see how our 2026 Cost Challenge Teams assessed\, analyzed\, and approached the exciting adventure of New Jamestown!  The 2026 Challenge Winning team from Boeing will give their presentation for the membership at noon (eastern) on Tuesday\, July 14!

SUMMARY:2026 Cost Challenge Presentation: Team Tecolote
DESCRIPTION:ICEAA hosted our 4th Cost Challenge at our 2026 Professional Development & Training Workshop in Norfolk\, Virginia\, a historic waterfront city shaped by naval logistics\, shipbuilding\, and America’s earliest colonial roots\, not far from the first permanent English settlement in North America: Jamestown. Four hundred and nineteen years later\, the world’s imagination is captured by settling a new frontier: Mars. What would it take to plan\, deliver\, operate\, and grow a permanent settlement in an extreme environment with long supply lines\, limited rescue options\, and major uncertainty? \nOur teams of junior cost estimators (all of whom had 3 or fewer years of experience) presented their estimates for the cost of establishing and sustaining New Jamestown\, the first human settlement on Mars starting in 2050\, including transportation\, infrastructure\, life support\, operations\, R&D/technology\, and future expansion capability. We encouraged the teams to think of the ways New Jamestown would mirror original Jamestown\, particularly when it comes to building a new settlement from scratch while isolated in a hostile environment\, and how they would evolve a starter outpost to a robust base with around 400 inhabitants over ten years. \nJoin us to see how our 2026 Cost Challenge Teams assessed\, analyzed\, and approached the exciting adventure of New Jamestown!  The team from Tecolote Research will give their presentation for the membership at noon (eastern) on Thursday\, July 23!

Anderson \nTIME: July 29\, 2026 | 12:00 to 1:00pm Eastern \nSUMMARY\nTypical CERs contain older data points (1980s era) and newer data points (2020s era)\, along with everything in between\, with older data points carrying just as much weight in the CER development process as newer data points. But manufacturing techniques\, acquisition practices\, and systems engineering processes have changed over time\, which could impact cost. Moreover\, the older the data point\, the more it is subject to adjustment for escalation in the normalization process\, so older actual costs are less accurate than newer actual costs because escalation adjustment factors are themselves estimated values. Therefore\, older data should be less impactful in the CER development process than newer data. This paper describes a robust weighting process\, based on escalation indices\, that enables cost analysts to use all relevant data points in the CER development process while simultaneously de-emphasizing those with less importance\, and emphasizing those with greater importance \nSpeaker:\nTimothy P. Anderson is an expert senior cost analyst at KBR\, with over 30 years of experience\, supporting one of KBR’s key government customers. Prior to joining KBR\, Mr. Anderson was a Principal Engineer at The Aerospace Corporation where he previously served as the Director of the Integrated Cost and Schedule Analysis Department\, and prior to that\, as the Aerospace Director of NASA Program Assessments.
