SUMMARY:Southern California Chapter Virtual Workshop
DESCRIPTION:Southern California Chapter Virtual Workshop\nDate: December 1\, 2021\nTime: 11:30am – 1:00pm Pacific \nJoin the ICEAA Southern California Chapter for our last virtual luncheon webinar of the year. We will be soliciting your inputs for activities and events for the chapter in 2022. And of course\, you’ll have another chance to win one of our ICEAA SoCal Chapter Coins with more trivia questions! \nOur 90 minute program includes the following speakers: \n\nAnandi Hira from Tecolote Research Inc. who specializes in cost estimation methods for software development programs will present Get the Point. What’s the Deal with Different Function Points Methodologies.\n\nAbstract: Since the development of IFPUG Function Points (FPs)\, many variants have emerged to simplify software sizing and improve cost estimation. Which of these sizing techniques should one use? To understand differences among methods\, we compare IFPUG FPs\, COSMIC FPs\, and Simple FPs for effort estimation on University of Southern California (USC)’s dataset of Unified Code Count (UCC) enhancements. Additionally\, we investigate automated tools to understand the correlation between Objective FPs and the other FPs methods.\n\n\nBrian Bothwell from the Government Accountability Office\, which supports assessments of cost estimating\, scheduling\, EVM\, AOAs\, and technology readiness\, will present GAO Best Practice Guides.\n\nAbstract: This presentation will cover GAO’s responsibilities\, introduce the best practice guides GAO uses and briefly describe their development\, and discuss how the guides’ criteria are used in audits through the presentation of 2 or 3 case studies.

SUMMARY:ICEAA SoCal Webinar: Leveraging Multi-Monitor Run-Time Assurance
DESCRIPTION:Leveraging Multi-Monitor Run-Time Assurance\nMarch 29\, 2022 • noon-1:30 PDT (3:00pm-4:30 EDT) \nThe business challenge of fielding a safety system in a military acquisition process centered around fighting capability. The presentation will cover how an advanced safety system was advocated in a system and amongst decision makers that have been trained to manage attrition and losses in force structure. It was ultimately the business case that made the difference in the Air Force accepting an advanced safety technology over other systems geared towards increasing fighting power. \nSpeaker: Mark Skoog\nFormer Principal Investigator for Autonomy\nNASA / Armstrong Flight Research Center \nMark Skoog recently retired from NASA’s Armstrong Flight Research Center as their Principal Investigator for Autonomy. He recently finished leading a collaborative effort between NASA\, the FAA\, DoD and Industry to develop certification methods for autonomous vehicles. He graduated from California Polytechnic State University at San Luis Obispo. SUMMARY:ICEAA Washington Capital Area Chapter Virtual Luncheon
DESCRIPTION:Cerberus Training Dataset\nTuesday\, April 5\n11:30am-12:30pm EDT \nSpeakers: Daniel Germony & Adam James \nCost estimating and analysis regularly involves proprietary or sensitive data\, which limits analyst’s ability to share their results\, techniques\, and methods. Historically\, non-proprietary sample datasets have been smaller and less complex than the real world alternative\, limiting the sample data’s usefulness for training. The Office of the Secretary of Defense – Cost Assessment and Program Evaluation (OSD CAPE) has\, with the assistance of Tecolote Research\, LLC and Technomics\, Inc.\, resolved this sample dataset issue by creating and releasing the “Cerberus Training Dataset”. The “Cerberus Training Dataset” includes over a dozen data deliverables\, utilizes multiple report formats\, and spans a five-year notional Major Weapon System Acquisition program. The data deliverables are primarily based around the “Cost and Software Data Reporting” framework and are the same size and complexity as real world deliverables the CAPE receives and utilizes to prepare its Independent Cost Estimates. In this luncheon\, Daniel Germony (OSD CAPE)\, will review what sample data is included in the “Cerberus Training Dataset”\, how the dataset was developed\, how ICEAA members can obtain a copy of the data\, and a call to action to use this dataset when developing training\, tools\, or to show off different analytical techniques in the future. \n  \nDaniel Germony is an Operations Research Analyst working in the Office of Secretary of Defense (OSD) – Cost Assessment Program Evaluation (CAPE) Office. Mr. Germony leads CAPE’s efforts to improve access to data science tools and methods for DoD’s cost community\, is heavily involved in the policy development and execution of cost data collection efforts\, and is the lead for Operations & Support (O&S) data transformation in support of CAPE’s Enterprise Visibility and Management of Operating and Support Costs (EVAMOSC) system. Mr. Germony has a Masters in Cost Estimating and Analysis from the Naval Postgraduate School and a Bachelor’s degree in Economics from the University of Michigan. \nAdam James is a Subject Matter Expert at Technomics\, Inc.\, where he serves as a strategic leader for data analytics and data science. In this role\, Adam provides his expertise to develop modern\, innovative solutions to address new – and old – cost estimating and analysis problems. Adam received the International Cost Estimating and Analysis Association’s (ICEAA) 2016 Technical Achievement Award. He also has been active in contributing to the community knowledge base\, winning best paper in both the “Analysis & Modeling\, Machine Learning” and “Methods\, Data Collection & Management” categories at the ICEAA Workshop in 2019.

SUMMARY:Galorath Presents: Black Swans
DESCRIPTION:Galorath Presents: \nBlack Swan Events: Measuring and Managing Risk for Rare Events and Economic Uncertainty\nJune 15\, 2022\n10:00-11:00am PDT • 1:00-2:00pm EDT \n \nDuring this webinar\, you’ll learn about:\n• Predicting extreme events such as unknown unknowns in the aggregate using historical data.\n• Black swan events\, however\, cannot be predicted in advance\, even though in hindsight they may seem to have been foreseeable.\n• Even though black swan events cannot be predicted\, learn how they can be managed.\n• IT risk can be quantified. Many of the extreme examples of IT cost growth and schedule delays are not black swans\, but can be predicted in advance by credible analytical techniques. \nRisk management for Black Swans\, or rare events that have significant negative consequences\, is challenging. \nPredicting the occurrence of such events is difficult and sometimes impossible. For many events with extreme consequences\, there is no typical occurrence. Such phenomena will likely have a few relatively mild outcomes\, followed by an extreme one that breaks all previous records. \nCOVID-19 is a prime example of this phenomenon. The world had not seen such a widespread and deadly pandemic since the great influenza outbreak 100 years ago. The use of traditional statistical methods is not useful in managing risk in these situations. Fat-tailed phenomena do not typically have a well-defined population variance and in many cases not even a population mean! The commonly used ‘normal’ distribution is not applicable in such cases. In this presentation\, the use of historical data for managing the risk of extreme events is discussed. \nDespite its challenges\, much can be leveraged from historical experience in such cases. The use of extreme value theory to the measurement and management of extreme risks is discussed. A key component of many extreme events\, such as pandemics\, is exponential growth. The importance of swift action to cut the fat tail of extreme events is emphasized. A connection with the development phase of defense projects is discussed. \nWith many examples of extreme cost growth\, the management of risk for national security projects is a tough problem. The use of logistic regression to identify candidates for extreme cost growth is one possible way to help identify potential problem programs before they occur. We discuss the application of extreme value theory\, logistic regression\, and the importance in cutting the fat tail through mitigation in the risk management of defense projects. \nPresented by Dr. Christian B. Smart \nDr. Smart has a Ph.D. in Applied Mathematics\, with more than 20 years of experience with the application of predictive analytics\, machine learning\, and risk management to defense and aerospace programs. Solving for Project Risk Management: Understanding the Critical Role of Uncertainty in Project Management is his first book. Dr. Smart is the 2021 recipient of the Frank Freiman Lifetime Achievement Award from ICEAA. \nRSVP at https://galorath.com/webinars/black-swan-events/

SUMMARY:Leveling Up Your Cost Analysis with Data Science Tools
DESCRIPTION: \nLeveling Up Your Cost Analysis with Data Science Tools\nData is more abundant now than ever before. However\, the majority of analysts in the cost community still use traditional methods and are not leveraging the power of modern data science tools. Many are overwhelmed by the different data sources\, platforms and tools available and unsure where to invest their time and resources. How can we leverage the full power of data science and utilize analytic techniques such as automation\, machine learning\, interactive dashboards and more? How can we transform our Excel (or Excel-like) based processes in order to streamline results and make our analysts significantly more efficient? \nIt’s easier than you might think. This presentation will examine some practical steps that we can take in order to vastly improve our current processes and start to shift the cost community into the modern data science era. The authors will demonstrate the innovative ways that Air Force Cost Analysis Agency (AFCAA) is utilizing a cloud-based platform and various data science tools to transform our entire process from data ingestion/storage to end products and even end-to-end cost modeling with very little or no programming required! \nSpeakers: \nSarah Green is an Operations Research Analyst at the Air Force Cost Analysis Agency\, currently leading AFCAA’s efforts to integrate data science tools and methods with more traditional cost estimating processes and techniques. She has worked in the cost estimating field for over 15 years\, supporting a variety of agencies including the Air Force\, Space Force\, Navy and NATO. Sarah has a Masters in Systems Engineering and a Bachelors in Mathematics. \nCapt Dakotah W. Hogan\, CCEA® is an active duty Air Force officer assigned to the Air Force Cost Analysis Agency. His professional experience includes development and production cost estimating and analysis on the KC-46\, F-35\, and F-22 programs. Capt Hogan holds a Master of Science in Cost Analysis and a Data Analytics certificate from the Air Force Institute of Technology as well as a Bachelor of Science in Economics from the U.S. Air Force Academy. \nJacob Share is an Operations Research Analyst at the Air Force Cost Analysis Agency where he builds life-cycle cost estimates for UAV programs. SUMMARY:WCA Chapter Webinar: Sustainment Analysis Methodology for Cost Models and Business Cases
DESCRIPTION:Sustainment Analysis Methodology for Cost Models and Business Cases\nMonday\, August 29\, 2022 | 12:00-1:00pm EDT\nGovernment legacy infrastructure systems often require detailed sustainability analyses – historical parts failures analysis\, parts’ procurement\, end-of-life\, and economic analyses – to (1) forecast the optimum date for an acquisition to replace aging infrastructure with a New Investment or Tech Refresh\, (2) conduct a cost-benefit analysis to justify further F&E investment\, and (3) provide a standard sustainment cost estimate (procurement\, corrective and preventative maintenance) for government acquisitions. Program offices utilize sustainment data and analyses to justify future investments. Second level engineering uses sustainment analysis to evaluate strategic sustainment options. And\, F&E budget offices evaluate investment urgency based on legacy system\, end-of-life cost estimates. Understanding factors\, process methodologies\, and sustainment analyses drivers can help cost estimators make data-driven decisions and demonstrate the criticality of infrastructure replacement projects. SUMMARY:OEM COG: Second Source Manufacturing: Lessons Learned from the Second World War
DESCRIPTION:Second Source Manufacturing: Lessons Learned from the Second World War\nThursday\, September 15\, 2022 | 12:00pm-1:00pm Eastern \nJoin ICEAA’s OEM COG for an encore presentation of the winner of the Best Paper Overall from the 2022 Professional Development & Training Workshop: Second Source Manufacturing: Lessons Learned from the Second World War. \nManufacturing defense systems at different sites is increasingly common due to foreign coproduction and international cooperative ventures. These situations challenge estimators\, posing questions about the transfer of learning and relative efficiency of multiple production sites. This paper examines cost history from World War II\, when U.S. bomber production lines were shared across multiple companies. The conclusions are tested against modern experience and guidance provided to estimators seeking help. \nAuthor: Brent M. Johnstone \nBrent Johnstone is a Lockheed Martin Fellow and production air vehicle cost estimator at Lockheed Martin Aeronautics Company in Fort Worth\, Texas. He has 34 years’ experience in the military aircraft industry\, including 31 years as a cost estimator. He has worked on the F-16 program and has been most recently the lead Production Operations cost estimator for the F-35 program. He has a Master of Science from Texas A&M University and a Bachelor of Arts from the University of Texas at Austin. \nRegister online: https://us02web.zoom.us/meeting/register/tZIofuqqrT0uE9NfoVR2rWcyiw1c0opi43gB \nAttending this webinar counts as 1 hour of training or 0.1 points towards your CCEA recertification.
