However\, the majority of analysts in the cost community still use traditional methods and are not leveraging the power of modern data science tools. Many are overwhelmed by the different data sources\, platforms and tools available and unsure where to invest their time and resources. How can we leverage the full power of data science and utilize analytic techniques such as automation\, machine learning\, interactive dashboards and more? How can we transform our Excel (or Excel-like) based processes in order to streamline results and make our analysts significantly more efficient? \nIt’s easier than you might think. This presentation will examine some practical steps that we can take in order to vastly improve our current processes and start to shift the cost community into the modern data science era. The authors will demonstrate the innovative ways that Air Force Cost Analysis Agency (AFCAA) is utilizing a cloud-based platform and various data science tools to transform our entire process from data ingestion/storage to end products and even end-to-end cost modeling with very little or no programming required! \nSpeakers: \nSarah Green is an Operations Research Analyst at the Air Force Cost Analysis Agency\, currently leading AFCAA’s efforts to integrate data science tools and methods with more traditional cost estimating processes and techniques. She has worked in the cost estimating field for over 15 years\, supporting a variety of agencies including the Air Force\, Space Force\, Navy and NATO. Sarah has a Masters in Systems Engineering and a Bachelors in Mathematics. \nCapt Dakotah W. Hogan\, CCEA® is an active duty Air Force officer assigned to the Air Force Cost Analysis Agency. His professional experience includes development and production cost estimating and analysis on the KC-46\, F-35\, and F-22 programs. Capt Hogan holds a Master of Science in Cost Analysis and a Data Analytics certificate from the Air Force Institute of Technology as well as a Bachelor of Science in Economics from the U.S. Air Force Academy. \nJacob Share is an Operations Research Analyst at the Air Force Cost Analysis Agency where he builds life-cycle cost estimates for UAV programs. And\, F&E budget offices evaluate investment urgency based on legacy system\, end-of-life cost estimates. Originally designed to help schedule analysis for the nuclear weapons stockpile\, the resultant methodology combines historical milestone data and statistical methods to generate a Monte Carlo simulation of a risk-adjusted schedule for complex programs. \nPresenters:\nAbby Schendt\nAbby Schendt is a lead analyst at Technomics\, supporting the NNSA in cost estimating and data driven decisions and recommendations. She previously worked at Rand Corporation on acquisition policy and support using modeling to inform policy recommendations. But any strategy\, to be effective\, must align with exigencies of the development of production effort. There’s no one-size-fits-all. More specifically\, selecting a contract type\, such as cost-plus or fixed price; a package of incentives (such as event- or calendar-driven); and share lines (above and below target) that are appropriate for a contract requires careful consideration\, measurement and assessment of risk factors and uncertainties. These include: \n\nStability of Requirements. Degree of firmness and completeness.\nMarket Forces. Degree of competition.\nMaturity of Technology. Degree to which the platform and systems push the state-of- the-art and are technically feasible.\nContractor Readiness. Degree of contractor experience with the design and build of the same or similar systems.\nPrice Validation. Extent to which a contract’s target cost and price have been estimated independently\, outside the influence of the project office or contractor.\nSchedule. Likelihood of failing to meet schedule plans and the effect of that failure.\n\nThis paper presents a scoring framework that quantifies the influence of these factors and\, thus\, provides a numerical basis for the determination of recommended contract geometry for upcoming procurements. \nSpeaker Bios\nBrian Flynn supports national security efforts at Technomics’ Arlington\, Virginia\, headquarters.
