DESCRIPTION:Palisade Presents: \n \nWBS Allocation\nWednesday\, June 9 2021\n12 noon EDT \nYou’ve built a comprehensive project cost estimate that accounts for significant risks and uncertainties. The project baseline uses most likely values provided by those responsible for each control account/WBS element. A contingency reserve has been determined from cost risk/uncertainty analysis simulation results in conjunction with either the PM’s tolerance for risk or corporate policy. These funds have been earmarked for use by the PM as needed. NICE WORK! But … in the back of your mind is a nagging concern that some of those involved may be trying to game the process. If only there was a way to judge when an area of risk or uncertainty was diving too deep into the pool of contingency funds. This webinar will demonstrate a procedure known to many as WBS allocation; a technique for determining proportionate “fair share” amounts that can be used to help manage these funds. DESCRIPTION:Affordability Benefits of Digital Engineering on the T-7A RED HAWK APT program\nThursday\, October 14th \nSpeaker: Brian Beyer\nBrian Beyer\, a Technical Fellow in Systems Engineering at Boeing\, will share his experience with development of the T-7A Advanced Pilot Training (APT) System.  He will share how Boeing leveraged Digital Engineering to create the safest\, most integrated\, most advanced\, and most affordable Air Force pilot training system ever!  Brian was the Affordability leader for the production representative jet (PRJ) phase (the TMRR development phase) of the program from early conceptual development through the first flight of the aircraft.  Brian has worked on a number of development\, production\, and support/training system programs in his 20+ years at Boeing as an engineering leader.  Other notable defense programs include MQ-25\, F/A-18 Super Hornet\, F-15EX\, Future Combat Systems (FCS)\, Small diameter Bomb (SDB) and JDAM weapons programs.  Brian is a certified Six Sigma Black Belt and holds several other certifications in Lean Manufacturing\, Continuous Improvement\, and problem solving methods.  He is passionate about improving quality\, productivity\, and value to his customers.

Additionally\, we investigate automated tools to understand the correlation between Objective FPs and the other FPs methods.\n\n\nBrian Bothwell from the Government Accountability Office\, which supports assessments of cost estimating\, scheduling\, EVM\, AOAs\, and technology readiness\, will present GAO Best Practice Guides.\n\nAbstract: This presentation will cover GAO’s responsibilities\, introduce the best practice guides GAO uses and briefly describe their development\, and discuss how the guides’ criteria are used in audits through the presentation of 2 or 3 case studies.

DESCRIPTION:OSD CAPE Overview and Policy Update \nTuesday\, December 14th \nOSD CAPE reports directly to the Secretary and Deputy Secretary of Defense and serves as an independent source of unbiased analysis and decision support. They provide the Department with timely\, insightful\, and unbiased analysis on resource allocation and cost estimation problems to deliver the optimum portfolio of military capabilities through efficient and effective use of each taxpayer dollar. \nThe presentation will provide an overview of OSD CAPE’s functions to develop and provide insight into the costs of acquisition programs that enables responsible budgeting and proactive management decisions so that the Department can control cost and achieve savings. We will also review current policies and guidance related to cost estimation\, cost analysis\, cost data reporting\, inflation and escalation\, and operations support. \nSpeakers:\nMs. Jennifer Bowles is the Director for Land and Naval Warfare Cost Analysis Division\, formerly the Operations and Support Cost Analysis Division\, for the Office of the Director\, Cost Assessment and Program Evaluation (CAPE)\, Office of the Secretary of Defense in the Pentagon. In this position\, she is responsible for the conduct of independent cost estimates (ICEs)\, cost analyses for land and naval systems\, and is the CAPE lead for developing policies and procedures related to cost estimation for the Department and for the reporting and collection of actual cost data and other related information for acquisition programs. \nShe holds a BS in Mathematical Sciences from Pennsylvania State University; an MS in Operations Research from the Florida Institute of Technology; an MS in National Security and Resource Strategy from the Dwight D. Eisenhower School\, with a Diploma in the Senior Acquisition Course; and is Level III certified in both Cost Estimating and Financial Management for Defense Acquisition and DoD Financial Management. \nMs. Erica Walters is an operations research analyst with the Land and Naval Warfare Cost Analysis Division for the Office of the Director\, Cost Assessment and Program Evaluation (CAPE)\, Office of the Secretary of Defense in the Pentagon. In addition to completing cost estimates on ship programs\, she is CAPE’s cost policy lead and subject matter expert on inflation and escalation. She is responsible for updating the DoDM 5000.04 (CSDR manual)\, DoDI 5000.73 (cost analysis guidance and procedures)\, inflation and escalation handbook\, and other CAPE-owned policy and guidance. She has worked at CAPE for two years\, and previously worked for six years at the Air Force Cost Analysis Agency. She has a master’s degree in security studies from Georgetown University and a bachelor’s degree in biology from George Washington University.

Interview subjects include Alan Cole\, David Underwood\, Kammy Mann\, Tyrese Johnson\, Dan French\, David Seaver\, Ian Brown\, and Katie Geier-Noreiga. Denise is the recipient of ICEAA’s 2021 Educator of the Year award. \nRalph Smith\nRetired\, Lockheed Martin\nRalph Smith is an ICEAA Emeritus Member who served in several leadership positions and retired from Lockheed Martin as a fellow in estimating. The presentation will cover how an advanced safety system was advocated in a system and amongst decision makers that have been trained to manage attrition and losses in force structure. It was ultimately the business case that made the difference in the Air Force accepting an advanced safety technology over other systems geared towards increasing fighting power. \nSpeaker: Mark Skoog\nFormer Principal Investigator for Autonomy\nNASA / Armstrong Flight Research Center \nMark Skoog recently retired from NASA’s Armstrong Flight Research Center as their Principal Investigator for Autonomy. He recently finished leading a collaborative effort between NASA\, the FAA\, DoD and Industry to develop certification methods for autonomous vehicles. He graduated from California Polytechnic State University at San Luis Obispo. Over the past 41 years he has supported numerous NASA and the Air Force fighter and UAV research efforts as well as test and evaluation of the F-16\, B-2 and Global Hawk. Focus areas have included the integration of digital flight controls and avionics with high authority autopilots to automatically accomplish all phases of fighter combat missions. Much of his career has been dedicated to the development of full vehicle autonomy and automatic collision avoidance systems\, for both ground and air. He has recently established the company Innovative Autonomy\, a research lab dedicated to the development and advancement of autonomous systems.

DESCRIPTION:Cerberus Training Dataset\nTuesday\, April 5\n11:30am-12:30pm EDT \nSpeakers: Daniel Germony & Adam James \nCost estimating and analysis regularly involves proprietary or sensitive data\, which limits analyst’s ability to share their results\, techniques\, and methods. Historically\, non-proprietary sample datasets have been smaller and less complex than the real world alternative\, limiting the sample data’s usefulness for training. The Office of the Secretary of Defense – Cost Assessment and Program Evaluation (OSD CAPE) has\, with the assistance of Tecolote Research\, LLC and Technomics\, Inc.\, resolved this sample dataset issue by creating and releasing the “Cerberus Training Dataset”. The “Cerberus Training Dataset” includes over a dozen data deliverables\, utilizes multiple report formats\, and spans a five-year notional Major Weapon System Acquisition program. The data deliverables are primarily based around the “Cost and Software Data Reporting” framework and are the same size and complexity as real world deliverables the CAPE receives and utilizes to prepare its Independent Cost Estimates. In this luncheon\, Daniel Germony (OSD CAPE)\, will review what sample data is included in the “Cerberus Training Dataset”\, how the dataset was developed\, how ICEAA members can obtain a copy of the data\, and a call to action to use this dataset when developing training\, tools\, or to show off different analytical techniques in the future. \n  \nDaniel Germony is an Operations Research Analyst working in the Office of Secretary of Defense (OSD) – Cost Assessment Program Evaluation (CAPE) Office. Mr. Germony leads CAPE’s efforts to improve access to data science tools and methods for DoD’s cost community\, is heavily involved in the policy development and execution of cost data collection efforts\, and is the lead for Operations & Support (O&S) data transformation in support of CAPE’s Enterprise Visibility and Management of Operating and Support Costs (EVAMOSC) system. Mr. Germony has a Masters in Cost Estimating and Analysis from the Naval Postgraduate School and a Bachelor’s degree in Economics from the University of Michigan. \nAdam James is a Subject Matter Expert at Technomics\, Inc.\, where he serves as a strategic leader for data analytics and data science. In this role\, Adam provides his expertise to develop modern\, innovative solutions to address new – and old – cost estimating and analysis problems. Adam received the International Cost Estimating and Analysis Association’s (ICEAA) 2016 Technical Achievement Award. He also has been active in contributing to the community knowledge base\, winning best paper in both the “Analysis & Modeling\, Machine Learning” and “Methods\, Data Collection & Management” categories at the ICEAA Workshop in 2019.
