Known as the Hunt-Lenox globe\, it is a hollow\, made of copper\, and quite small\, at only 4.4 inches in diameter. Near the Eastern coast of Asia the Latin phrase “HC SVNT DRACONES” is inscribed. In English this phrase means “Here Be Dragons.” Maps and globes from the sixteenth century did not fully plot the entire Earth\, as there were some areas not yet explored. Mapmakers would include dangerous creatures in uncharted areas\, such as dragons. This was a way of saying there are risks in these unknown areas. People in those days had a much greater appreciation of the chance of danger than in the modern world. Pretty much anywhere you look\, risk is underappreciated\, underestimated and often outright ignored. This blindness to risk is prevalent in the development of government weapons and aerospace programs\, such as spacecraft and fighter jets. One dimension of that risk is financial – the chance that cost and schedule will grow from inception to completion. Solving this problem is an important issue for national security\, as the underappreciation of risk slows down the completion and fielding of key weapons and space systems. Even though the US has been the world’s only superpower for several decades\, competing nations such as Russia and China are gaining on us and will soon surpass us unless we more efficiently develop and field emerging technologies. This presentation is about the poor job that the government currently does with planning for\, estimating\, and managing financial risk\, and how to fix it. \n

One method is to collect wisdom from subject matter experts\, thus distilling expertise into a quantitative form. In this virtual workshop\, we will discuss the wisdom of crowds and how it can be used to help inform cost modelling. In line with the concept of crowdsourcing\, we will then draw on the wisdom of ICEAA members to inform hypersonic weapon system cost estimating. However\, all too often the structure of legacy software becomes too complicated to allow such improvements to be made quickly and cost effectively. A common manifestation of this problem is difficulty in isolating a collection of functionality so that it can be used in a new context or cleanly replaced by an improved version.  Software can be refactored to facilitate such changes\, but this is typically a labor-intensive effort that can take tens of thousands of staff hours. \nThe goal of the Untangling the Knot project is to use AI techniques to create software engineering automation – specifically\, to automatically recommend a set of refactorings that isolates functionality from its tangle of dependencies with the rest of the system.  In doing so\, we aim to significantly reduce the time required for this kind of architecture refactoring.  Our solution combines advances in search-based software engineering with static code analysis and refactoring knowledge. \n  \nAttending this virtual event earns 0.1 points towards CCEA recertification.

However\, when projects plan\, they tend to look only at the best-case scenario. The overwhelming emphasis on performance\, to the exclusion of cost and schedule considerations\, pervades project management. Lack of planning for financial risks leads to significant cost and schedule growth. Cost and schedule increases are a common recurring phenomenon for all projects. Average cost growth in development has been a steady 50% and higher for several decades. One in six programs doubles in cost. These unplanned-for risks cause turmoil when they arise\, leading to schedule delays. This enduring phenomenon indicates that: \n1. Projects have significant resource risks\n2. In general\, risk is not effectively measured or managed \nDespite its importance\, many projects treat risk as if it were just another four-letter word. Risk measurement and management are imperatives. Estimates of cost and schedule that rely on most-likely inputs lead to significant underestimation of the time and effort required to complete projects. Cost and schedule estimates are stochastic in nature\, and need consideration from the ground up\, not just as an add-on to a point estimate. \nEven when projects conduct risk analysis\, there are several issues with current practice: \n1. Risk is underestimated\n2. Projects are funded to low confidence levels\, resulting in added risk at the portfolio level\n3. Reliance on confidence levels does not consider tail risk\n4. Organizations do not assess portfolio-level impacts when considering new projects \nThe good news is that all these issues can be fixed. This presentation discusses these issues\, as well as ways to fix them. Risk management is a mature discipline. Including proper risk management in program planning is a low-hanging fruit that is ripe and ready to pick. To give power to our work\, we need to effectively pair good estimating with good communication. There is no existing best practice guidance for estimators on how to create a compelling narrative to accompany analysis. By leveraging a storytelling structure\, we can inspire action\, communicate our findings in a way that resonates\, and ultimately become more effective. \nAlways being passionate about math and logic\, it was a natural fit when Mrs. Christina Snyder\, CCEA® became a cost estimator in 2005. Since that time\, she has supported multiple DOD programs with various aspects of decision analysis\, cost estimating\, project management\, and strategic planning. She holds a B.S. in Applied Computational Mathematics from Virginia Tech.
