DESCRIPTION:Please join us for this month’s Washington Capital Area Chapter (WCAC) International Cost Estimating and Analysis Association (ICEAA) Luncheon: \nSUBJECT: WCAC ICEAA February 2026 Luncheon: Affordable Solutions: Forging the Missing Link. Projects to Portfolio\nPRESENTED BY: Brian Flynn\, Ben Bergen\, and Alan Karickoff\nTIME: February 3\, 2026 | 12:00 to 1:00pm Eastern \nSUMMARY:\nNobody but nobody wants unaffordable solutions. Yet projects are frequently initiated that can’t be paid for. This leads to cost and schedule growth\, program cancellations\, or fielding a capability without the resources to sustain it. Affordability analysis\, holistically executed\, ensures that the cost of a project syncs with long-range modernization\, force structure\, and manpower plans\, given resource constraints. Too often\, however\, affordability analysis devolves into an assessment of funding needs over a five-year horizon. This myopic perspective short-changes decision makers. \nOur research presents an innovative alternative. Integrating life-cycle cost estimates\, assessments of risk\, and evaluation of resource availability\, it offers leadership a menu of options for pricing the current program of record and for adjusting other projects in the portfolio. \nThe bottom line? Sharpened illumination of trade space\, better understanding of risk\, and stronger alignment of projects with strategy. \n  \nSpeakers:\nBen Bergen is a Senior Associate at Technomics working within the Program\, Portfolio\, and Performance Management (P3M) Service Area. Since joining Technomics in March 2021\, he has provided cost estimating and financial planning support to multiple Navy programs within PEO Integrated Warfare Systems (IWS) 2.0 and 4.0. Over the past year\, Ben has expanded his role to include developing Power Platform solutions for the NNSA. He holds a B.S. in Industrial and Systems Engineering from Virginia Tech. \nAlan Karickhoff leverages nearly ten years of experience\, including four years supporting clients within the Department of Energy\, to develop innovative program evaluation tools and analyses. Previously\, he worked as an economic analyst for the trucking industry and as a survey statistician at the U.S. Census Bureau. He holds an MPS degree in Applied Economics from the University of Maryland\, College Park and a BA in Economics from Dickinson College in Carlisle\, PA. \nBrian Flynn supports national security efforts at Technomics’ Arlington\, Virginia\, headquarters. He has a deep understanding of and strong working relationships with many of the cost and operations research organizations in the U.S. DoD and the NATO Alliance. His areas of expertise include capability portfolio analysis\, weapon system and software cost estimating\, EVM\, econometric modeling\, and corporate financial health.
