Software Maintenance Cost Estimating Relationship Development for Space Systems

Methods development for Space Vehicle (SV) cost estimating has mainly focused on acquisition cost, as acquisition makes up the majority of a SV’s lifecycle costs and has high interest from oversight agencies and congress. Tightening budgets and increased space vehicle life expectancy has bolstered the need to further refine methods for estimating SV maintenance costs.
This presentation walks through the development of Cost Estimating Relationships for Echelon 2 (E2) software maintenance for space systems. This work identifies potential E2 software maintenance cost drivers and strategies for collecting data that will accurately and consistently reveal the cost drivers. It discusses data collection challenges related to SW maintenance and ways to alleviate those challenges. This presentation demonstrates the process of identifying CER functional forms, evaluating the regression results, and selecting the best CER for estimating E2 software maintenance for space systems. The selected CER and results of the analysis are available for use by the community.

Ryan Timm is a Lead Associate with Booz Allen Hamilton’s Analytics team and has more than ten years of consulting experience in major acquisition decisions for public sector clients. He earned his BBA from James Madison University and is certified as an ICEAA CCE/A and PMI PMP. Mr. Timm has experience across the Intelligence Community (IC) as a Cost analyst for the National Reconnaissance Office (NRO), National Geospatial-Intelligence Agency (NGA), Defense Intelligence Agency (DIA), and Federal Bureau of Investigation (FBI). He has also supported military services and civilian agencies. He has developed lifecycle cost estimates, program plans, conducted analyses of alternatives (AoAs), cost benefit analyses (CBAs), risk and schedule analyses, and supported engineering trade studies.
